Հայաստանի Հանրապետական կուսակցության փոխնախագահ Արմեն Աշոտյանը ֆեյսբուքյան գրառմամբ անդրադարձել է իշխանությունների գործունեությանն արտաքին քաղաքականության ոլորում: Գրառումը ներկայացնում ենք ստորև:

«Արտաքին ճակատում Հայաստանի իշխանությունների անգործությունը շարունակվում է․ հերթական ձախողումը՝ այս անգամ Բրյուսելում։

Ապրիլի 22-ին Եվրոպական Հանձնաժողովը տեղեկատվություն տարածեց, ըստ որի առաջարկվում է 3 միլրիարդ եվրոյի չափով մակրո-տնտեսական աջակցություն տրամադրել հարևանության և ընդլայնման քաղաքականության շրջանակներում ԵՄ գործընկեր 10 երկրներին։ Աջակցության նպատակն է օգնել այդ երկրներին՝ սահմանափակել կորոնավիրուսային համաճարակի բացասական տնտեսական հետևանքները։

ԵՄ աջակցությունը տրամադրվելու է «Եվրոպայի թիմ» “Team Europe” ռազմավարության շրջանակներում «մակրո-տնտեսական աջակցություն» (MFA) գործիքի միջոցով։ Մասնավորապես այս աջակցությունից օգտվող երկրների շարքում են Վրաստանը՝ 150 մլն․ եվրո, Մոլդովան՝ 100 մլն․ եվրո, Ուկրաինան՝ 1,2 մլրդ․ եվրո, ինչպես նաև Ալբանիան, Մոնտենեգրոն, Կոսովոն և այլն։

Ուշագրավ է, որ Հայաստանը ընդգրկված չէ այս ցուցակում՝ չնայած ըստ ԵՄ պաշտոնական կայքէջի՝ հանդիսանում է այս գործիքի շահառու։ Ավելին, 2008-2009թթ ֆինանսական ճգնաժամից հետո երկրի տնտեսությունը վերականգնելու նպատակով Եվրահանձնաժողովը 2011 թվականին այս գործիքի շրջանակներում Հայաստանին տրամադրել է մակրոֆինանսական աջակցություն։

Այդ ժամանակ աջակցության չափը եղել է 100 մլն․ եվրո, որից 35 միլիոնը՝ դրամաշնորհի, իսկ 65 միլիոնը՝ արտոնյալ վարկի տեսքով։

Ճիշտ է, ԵՄ-ն կորոնավիրուսի ճգնաժամի հետևանքների հաղթահարման շրջանակներում արդեն իսկ մի շարք աջակցության փաթեթներ է հաստատել հարևանության և ընդլայնման իր գործընկերների՝ այդ թվում Հայաստանի համար, հիմնականում ոչ թե նոր հատկացումների, այլ նախապես ծրագրած աջակցության վերաբաշխմամբ։

Սակայն ԵՄ կողմից առաջարկվող մակրո-տնտեսական աջակցության այս փաթեթն իր ծավալով և ընգրկմամբ ամենախոշորներից մեկն է։
Ստացվում է, որ միայն այս գործիքով ԱԼԳ որոշ երկրներ ստանալու են ավելի շատ օժանդակություն, քան Հայաստանը մյուս բոլար գործիքներով միասին վերցրած։
Փաստորեն Հայաստանը դուրս է մնում ԵՄ աջակցության այս բավականին խոշոր և կարևոր փաթեթից, ինչը խոսում է արտաքին ճակատում հերթական ձախողման մասին։

Տրամաբանական հարց է ծագում, թե ո՞ւր մնացին հայ-եվրոպական «աննախադեպ հարաբերությունները» և ինչո՞ւ է ԵՄ-ն Հայաստանին դուրս թողնում այս մեծ ֆինանսական փաթեթից։

Առհասարակ, պետք է նկատենք, որ ՀՀ ներկայիս իշխանությունների կողմից բնութագրվող «աննախադեպ» հարաբերությունները միջազգային տարբեր գործընկերների հետ վերջին շրջանում առավել հաճախ են սկսել տարբեր ուղղություններով ճեղքեր տալ»։
