Վարչապետ Նիկոլ Փաշինյանի գլխավորությամբ կառավարությունում այսօր տեղի է ունեցել կորոնավիրուսի հետևանքների չեզոքացման հակաճգնաժամային քաղաքականությանը վերաբերող հերթական խորհրդակցությունը։ Այս մասին տեղեկացնում է կառավարության լրատվական ծառայությունը։

 

Մինչ քննարկումն սկսելը վարչապետը նշել է.

«Կորոնավիրուսային ճգնաժամի մեկնարկից ի վեր, ինչպես աշխարհի շատ երկրներում, այնպես էլ Հայաստանի Հանրապետությունում բոլորս կարծել ենք, որ մեզ կհաջողվի արագ, օպերատիվ միջոցներով հասնել կոնկրետ խնդիրների լուծման, որովհետև հույս ենք ունեցել, որ կորոնավիրուսը կարճաժամկետ և, համենայն դեպս, տեսանելի ապագայում լուծվող խնդիր է: Եկել է ժամանակը՝ խոստովանելու, որ մենք առնվազն առաջիկա մեկ տարին պիտի ապրենք կորոնավիրուսի ներկայության պայմաններում: Սա նշանակում է, որ մեր մարտավարական և կարճաժամկետ պատկերացումները պետք է փոխենք երկարաժամկետ և ռազմավարական պատկերացումներով:

Եկել է ժամանակը, որ մենք բարձրաձայն արձանագրենք, խոստովանենք և հանրությանն էլ ասենք, որ առնվազն առաջիկա մեկ տարվա ընթացքում մենք ապրելու ենք կորոնավիրուսի հետ համատեղ: Առաջին գործողությունը այն է, որ պետք է ինքներս մեզ և մեր հանրությանը կարողանանք ադապտացնել կորոնավիրուսի պայմաններում ապրելուն, զարգանալուն և ժամանակը ռացիոնալ օգտագործելուն՝ իհարկե, հասկանալով, որ դա իր հետ բերելու է նաև որոշակի ռիսկեր համաճարակային առումով: Այս պայմաններում բնականոն կամ նոր հանգամանքներին համապատասխան բնականոն ապրելու և աշխատելու համար պետք է կարողանանք վարքագծային նոր կանոններ մշակել, վարքագծային նոր ռեֆլեքսներ ձեռք բերել՝ ամենօրյա կյանքում, տնտեսական գործունեության մեջ: Սա թերևս ամենակարևոր խնդիրն է: Մեր ռազմավարությունը, մարտավարությունը հետևյալն է, որ առաջիկայում՝ դեռ մինչև արտակարգ դրության ռեժիմի սահմանված ավարտը, մենք պետք է տնտեսական գործունեության, ըստ էության, բոլոր դաշտերը բացենք, բայց այդ ընթացքում նաև Առողջապահության նախարարությունը, Կառավարությունը, Պարետատունը պետք է սահմանեն անվտանգության այն նվազագույն կանոնները, որոնց պայմաններում պետք է գործեն տնտեսական բոլոր ընկերությունները, պետք է բացվեն տնտեսական գործունեության բոլոր ոլորտները: Սա հեշտ չի լինելու անել, որովհետև եթե այս պրոցեսը տեղի չունենա շատ բարձր ինքնագիտակցության և կարգապահության պայմաններում, դա կարող է բերել համաճարակային նոր բռնկումների: Մեր խնդիրը հետևյալն է՝ այնպես անել, որ համաճարակային նոր բռնկումները մեզ չստիպեն հետ գնալ խիստ սահմանափակումների դաշտ, որովհետև դա, նախ ավելի դժվար կլինի անել, և երկրորդը, կլինի ավելի սթրեսային և ցավոտ տնտեսության և հանրության համար:

Մեր քննարկումները պետք է քայլ-քայլ, մարտավարական, այսրոպեական խնդիրների լուծման տրամաբանությունից տեղափոխենք երկարաժամկետ և ռազմավարական խնդիրների տրամաբանություն, չնայած ի սկզբանե այդպես էլ պլանավորել էինք: Եթե ֆինանսական տերմինաբանությամբ ասենք, մենք որոշել ենք, որ 150 մլրդ դրամի հակաճգնաժամային փաթեթներ, միջոցառումներ պետք է իրականացնենք, որից 25 մլրդ դրամը՝ սոցիալական, 25 մլրդ դրամը՝ տնտեսական բնույթի օժանդակության համար, 80 մլրդ դրամը պետք է լինի մեր ռազմավարական ներդրումը տնտեսության վերափոխումների համար և ևս 20 մլրդ դրամ ռեզերվային գումար որևէ ուղղությամբ օգտագործելու համար»:

Խորհրդակցությանն անդրադարձ է եղել կորոնավիրուսի հետևանքների մեղմացմանն ուղղված սոցիալ-տնտեսական օժանդակության ծրագրերի ընթացքին, միջանկյալ արդյունքներին, օժանդակության ընդլայնման գործիքակազմին և շահառուների շրջանակին վերաբերող հարցերի։ Քննարկման առարկա են դարձել այս առնչությամբ ներկայացված մի շարք առաջարկներ և գաղափարներ։
