Ես չեմ կարծում, որ երեկ Գավառի հիվանդանոցում այն իրավիճակն է եղել, որ պետք է ոստիկանները կրակեին։ NEWS.am-ի հետ զրույցում նման տեսակետ է հայտնել ՀՀ նախկին ոստիկանապետ Վլադիմիր Գասպարյանն՝ անդրադառնալով ողջ հանրապետությունը ցնցած միջադեպերին։

«Ոստիկանությունը պետք է արհեստավարժ լինի, իմանա՝ երբ պետք է ուժ գործադրել, պետք է ի նկատի ունենալ, որ  բորբոքված մասսա կա, մարդիկ են սպանվել, ոստիկանությունը պետք է համապատասխան աշխատանքներ տարած լիներ»,–ասել է Վլադիմիր Գասպարյանը՝ չցանկանալով կատարվածի  համար մեղավորներ կամ պատասխանատուներ փնտրել։

Նախկին ոստիկանապետի կարծիքով՝ ճիշտ չէ առանձին պաշտոնյաների սխալները համակարգին վերագրելը։

«Ցավալի է, որ նման դեպքեր են գրանցվում, և ես ցավ եմ ապրում, որ ոստիկանությունը այսպիսի քննադատության է արժանանում։ Ոստիկանությունը միայն ոստիկանապետը չէ, ոչ էլ իր տեղակալները, ոստիկանությունը համակարգն է, և բոլոր սխալները վերագրել համակարգին, մեղմ ասած, ճիշտ չէ»,-ասել է Վլադիմիր Գասպարյանը։

Դիտարկմանը, թե կրիմինալի «մեջքը կոտրելու» փոխարեն ոստիկանության «մեջքն է կոտրվում», Վլադիմիր Գասպարյանն արձագանքել է.

«Կրիմինալի մեջքը չենք կոտրել, օրենք ընդունելով չի կրիմինալի մեջքը կոտրելը։ Իսկ ոստիկանությանը պետք չէ վրաերթի ենթարկել. թողեք ժամանակն անցնի, միշտ էլ կլինեն մարդիկ, որոնք կպաշտպանեն պետական, պահպանողական մոտեցումներն ու սկզբունքները»։

Ըստ նախկին ոստիկանապետի՝ պետք է թողնել, որ ոստիկանությունը ինքնուրույն լինի և պահպանել ոստիկանության՝ ազգային լինելու սկզբունքը։

«Ոստիկանությունը չի կարող լինել կարգադրություններ անող։ Ես կարծում եմ, որ որոշ ուժեր ոստիկանությունում պարզապես չեն կարողանում կողմնորոշվել, թե ինչ է իրենց սպասվում։ Այն ծրագրային բարեփոխումները, որ մենք կատարում էինք, դա լավագույն տարբերակն էր, հիմա ինչ-որ փոփոխություններ են անում, սակայն ոստիկանությունը նուրբ օրգան է, նա զգում է այդ մթնոլորտը, ոստիկանները ռիսկային գոտում են աշխատում, նրանց պետք է պաշտպանել, նրանք պետության մարդիկ են, չի կարելի կուսակցական մարդիկ սարքել, չի կարելի ոստիկանությանը մտցնել քաղաքականություն, տեղին, թե անտեղին դեմ տալ դրան»,-ասել է նա և ընդգծել. «Ճիշտ չեմ համարում ոստիկանությունը  քաղաքական հարցերին խառնելը. պետության մարդը պետք է վեր լինի կուսակցական մոտեցումներից»։

Վլադիմիր Գասպարյանը մտավախություն է հայտնել, որ եթե շարունակեն ոստիկանության հետ նման կերպ վարվել, հետագայում երկար տարիներ կպահանջվի վերականգնելու ոստիկանության համբավը։

«Եթե պետությունը շահագրգռված լինի ամուր ոստիկանություն ունենալով, ոստիկանն էլ իր հերթին շահագրգռված կլինի անվերապահորեն ծառայել պետությանը։ Վայ էն ոստիկանությանը, որը  քաղաքական պատվերներ է կատարում, պետք է ոչ թե ճիշտ լինել, այլ  ճշմարտիտ, այդ սկզբունքով եմ ես առաջնորդվել»,-եզրափակել է նախկին ոստիկանապետը։
