POLITICSԵս համարում եմ, որ այո՝ մեր ոստիկանությունը, առհասարական իրավապահ համակարգն, ունի լուրջ եւ խորքային բարեփոխումների կարիք, իսկ այն, ինչ առաջարկվում է այս օրինագծով՝ պոպուլիստական նկատառումներով փոփոխություն է։ Այս մասին Արմնյուզ ՀԸ «Անվտանգության գործոն» ծրագրին հայտարարել է ԱԱԾ նախկին տնօրեն, անվտանգության գեներալ-մայոր Արթուր Վանեցյանը, պատասխանելով ոստիկանության համակարգը բարեփոխելուն միտված օրինագծի վերաբերյալ հարցին, որի ընդունմամբ պետք է ստեղծվի Ներքին գործերի նախարարություն։
«Երբ երկար կարդում ես այս օրինագիծը, հասկանում ես, որ պետությունը ծախսում է 16 միլիարդ դրամ, որպեսզի հստակ չձեւակերպված փոփոխություններ իրականացնի։ Որոշակին այն է, որ փոխվելու են ոստիկանության համազգեստը, ավտոմեքենաների կահավորանքը եւ ստեղծվելու է պարեկային ծառայություն։ Այսինքն՝ դրա ընդունմամբ Նիկոլ Փաշինյանը կկարողանա նշանակել 25 տարեկան, բանակում չծառայած, կենսագրություն չունեցող մի անձի», ասել է Արթուր Վանեցյանը։
ԱԱԾ նախկին տնօրենը պատմել է, որ երբ դեռ պաշտոնավարում էր, այդպիսի մի քննարկման ժամանակ ինքը կոշտ է արձագանքել, նույնիսկ պաշտոնաթողությունից հետո հորդորել է չքաղաքականացնել ոստիկանությունը եւ իրավապահ համակարգը։
«Ես համոզված չեմ, որ իրական բարեփոխումները հնարավոր է իրականացնել այս իշխանությունների օրոք, որովհետեւ այն տարերայնությունը, որոշումների ընդունման այն հախուռնությունը, որոնք տեսնում ենք, ապացուցում են, որ այս իշխանություններն ունակ չեն մտածված եւ որակյալ փոփոխություններ իրականացնել։ Իսկ իրավապահ համակարգը զգայուն, բայցեւ պետության կարեւոր հենասյուներից է»,-ասել է Արթուր Վանեցյանը։
