2019-ի տվյալները մեղմ բնութագրմամբ «ոգևորիչ» չէին. Արա Գալոյան
ECONOMICS«Պոլիտէկոնոմիա» հետազոտական ինստիտուտի տնտեսական մեկնաբան Արա Գալոյանը իր դիտարկումներն է ներկայացրել այս տարվա առաջին եռամսյակի տնտեսական հաշվետվությունների վերաբերյալ:
«Այս տարվա առաջին եռամսյակի տնտեսական հաշվետվությունների հրապարակումն առանձնակի սպասում ուներ: Նոր իշխանություններն առաջին անգամ պիտի ներկայացնեին իրենց տնտեսական աշխատանքի արդյունքը՝ իրենց իսկ առաջին եռամսյակի աշխատանքային տվյալների հետ համադրելով:
Իսկապես հետաքրքիր պիտի լիներ 2019-ի առաջին եռամսյակի համադրումը 2020-ի նույն ժամանակահատվածի տվյալների հետ: Հատկապես, որ 2019-ի տվյալները մեղմ բնութագրմամբ «ոգեւորիչ» չէին: Անցած տարի հունվար-մարտին արտաքին ապրանքաշրջանառությունը 2018-ի համեմատ կրճատվել էր 5 տոկոսով (մեզանում «գեղեցիկ» ավանդույթ կա արտաքին ապրանքաշրջանառության հաշվարկներ-համադրումները կատարել տարադրամով):
Մինչ արտաքին առեւտրի տվյալների համադրումը, դիտարկենք մեր իշխանությունների ամենասիրելի՝ տնտեսական ակտիվության ցուցանիշը: Այն, որ այս տարվա առաջին եռամսյակի ՏԱՑ-ը նախորդ տարվա համեմատ ուղիղ 4 տոկոսանոց աճ ունի, նույնիսկ ծաղրանկարների թեմա դարձավ: Արտակարգ դրության պատճառով համարյա կիսով չափ քիչ աշխատանքային օրեր ունեցող մարտին ՏԱՑ-ը պաշտոնական տվյալներով ընդամենը 4.9 տոկոսով է կրճատվել նախորդ տարվա մարտի համեմատ: Բայց եռամսյակը աճ է արձանագրել հունվարի 9.3 տոկոսանոց ու փետրվարի 9.2 տոկոսանոց տվյալների «շնորհիվ»: Զուտ այն պատճառով, որ սա տեսանելի ապագայում, ցավոք, վերջին տնտեսական հաշվետվություններից էր, բավական ներողամիտ ընկալվեց մասնագիտական շրջանակների կողմից:
Սակայն կա մեկ փաստ, որ հնարավորինս քիչ էր կախված համաշխարհային տնտեսական ճգնաժամի պատճառ դարձած կորոնավիրուսից: Հետևաբար այն հնարավորինս շատ կարելի է համարել մեր տնտեսական իշխանությունների «ձեռագործ» արդյունք: Մեկ տարուց ավելի մեր իշխանությունները հպարտանում էին գնաճի բացակայությամբ: Իզուր էին համարյա բոլոր տնտեսագետները միաբերան բացատրում, որ դա հպարտանալու պատճառ չէ: Իզուր էին շատ տնտեսագետներ փորձում բացատրել, որ դրամի արժևորման ու խիստ փոխարժեքի պատճառով գնաճն իրականում տեղափոխվել է տարադրամի ոլորտ: Այսինքն, մեր ներքին շուկայում գներն աճում էին դոլարով: Պարզ սպառողն այս փաստն առժամանակ չի նկատի: Հետևաբար չէին «նկատում» նաև մեր «պոպուլիստները»: Իսկ դա սպառողի գրպանին խփելուց զատ առաջին հերթին հարվածում է տնտեսության արտահանման ուղղվածություն ունեցող ոլորտներին: Բայց քանի դեռ մեր արտագնա աշխատուժը շարունակում էր տրանսֆերտներով ապահովել տարադրամի պահանջարկը, կարելի էր ձևացնել, թե խնդիրը կարեւոր չէ:
2019-ի առաջին եռամսյակի արտաքին ապրանքաշրջանառության հաշվարկներն արվել են 1 դոլարը 487.23 դրամ փոխարժեքով: Այս տարվա միջին հաշվարկային փոխարժեքն ավելի ցածր է՝ 482.32 դրամ: Արդյունքում տարադրամով 2020թ․ հունվար-մարտը 4 տոկոսով նվազեց նախորդ տարվա համեմատ (5 տոկոս 2019-ին, ևս 4՝ 2020-ին): Բայց 4 տոկոսանոց անկումն արձանագրվել է դոլարային հաշվարկով: Դրամային ավելի մեծ է՝ 5 տոկոս: Դոլարային հաշվարկով արտահանումը նույնիսկ 0.2 տոկոսով աճել է: Բայց այդ ընթացքում ազգային դրամի արժևորման հաշվին դրամային հաշվարկով արտահանումը նվազել է 0.8 տոկոսով: Ինչո՞ւ ենք կարեւորում, այս հարցը ինքնին հռետորական է: Որովհետեւ հանրահայտ փաստ է՝ դրամի արժևորումը բացասական ազդեցություն ունի արտահանման վրա: Այդպես մեր արտադրանքը թանկանալով պակաս մրցունակ է դառնում արտաքին շուկայում»:
