Մենք առնվազն մինչև 2022 թվականը ճգնաժամային իրավիճակում ենք գտնվելու կորոնավիրուսային ու սոցիալ–տնտեսական առումներով: Այս մասին իր ֆեյսբուքյան էջում գրել է քաղաքագետ Անդրանիկ Թեւանյանը:

«Մեր երկրի առաջ ծառացած հիմնական մարտահրավերները՝

1․ Արցախի խնդիր, բանակցային գործընթաց, պատերազմական սցենար,

2․ կորոնավիրուսային ճգնաժամ,

3․ սոցիալ–տնտեսական ճգնաժամ,

4․ արտաքին քաղաքական ճգնաժամ (հատկապես հայ–ռուսական ուղղությամբ),

5․ հասարական–քաղաքական մթնոլորտի գերթունավորում,

6․ պետական կառավարման ցածր որակ (ներառյալ՝ կադրային խնդիրներ),

7․ դատաիրավական ճգնաժամ։

Սրանք այն հիմնական կետերն են, որոնց ուղղությամբ լրջագույն աշխատանք պետք է իրականացնել, քանզի ավերակների առաջ ենք կանգնած։

Պարզ է, որ գործող իշխանությունից որակյալ կառավարում և դրական արդյունքներ ակնկալել այլևս հնարավոր չէ։ Նրանց բոլոր լիմիտները սպառված են։

Վարչապետն ինքն իրեն զրկեց արտակարգ դրության պայմաններում կառավարման ձևն ու բովանդակությունը փոխելու վերջին շանսից։ Նա լրացուցիչ՝ շատ լուրջ ճգնաժամի աղբյուր է դարձել։ Իսկ դա շատ թանկ է նստում Հայաստանի ու Արցախի վրա։

Մենք առնվազն մինչև 2022 թվականը ճգնաժամային իրավիճակում ենք գտնվելու կորոնավիրուսային ու սոցիալ–տնտեսական առումներով։ Իսկ դա հանրագումարում անվտանգային հետևանքների է բերելու։

Հիմա այնպիսի վիճակ է, որ ամեն մի օրը տարվա գին ունի։ Եթե այսօր չես լուծում խնդիրը, ապա վաղը ստանում ես դրա բազմապատիկը և հայտնվում է՛լ ավելի ծանր վիճակում։ Այդտեղից բխում է, որ պետք է ունենալ հակաճգնաժամային ռազմավարություն, գործողությունների ճանապարհային քարտեզ և կոմպետենտ կառավարություն։ Կառավարություն, որտեղ պետք է ներգրավել և՛ այսօրվա իշխանության մեջ առկա առողջ շրջանակներին, և՛ պետական կառավարման համակարգից դուրս գտնվող կարող ուժերին։ Ընդ որում՝ գոնե այս փուլում մարդկանց սորտավորում չի կարելի իրականացնել։ Բաժանարար գծերն անհրաժեշտ է փոխարինել համախմբման բանաձևերով։

Երբ տանը հրդեհ է, պատերի գույնի մասին խոսակցություններն անմեղսունակության վկայություն են։ Եկեք հրդեհը միասնաբար մարենք, հետո ինտերիերի մասին կմտածենք»,- գրել է նա։
