Հովհաննես Մանուկյանը Ֆեյսբուքյան իր էջում գրում է.
Գյումրիի հաշմանդամների վերականգնողական կենտրոնի՝ Փյունիկ կազմակերպություն այցելության ժամանակ նախագահ տիկին Արմինեն ասաց, որ Հաշմանդամության միջազգային օրը սայլակներով պար են բեմադրելու… Բազմաթիվ օրինկաներից մեկն է, երբ ֆիզիկական առանձնահատկություններով մարդիկ կյանքը կարողանում են իրենց հարմարեցնել ու լիահույս առաջ շարժվել՝ առանց դժգոհության և հուսահատվելու:
Դժգոհելու առիթներն իհարկե քիչ չեն, թեկուզ պետական ոչ բավարար հոգածությունը, հասարակության ոչ համարժեք վերաբերմունքը հաշմանդամությանը, հաճախ նաև՝ նրանց խնդիրներին անհաղորդ մնալը: Իհարկե կան պետական և մասնավոր կառույցներ, որտեղ աշխատում են ֆիզիկական խնդիրներ ունեցող մարդիկ: Այս շարքում գնահատելի է տարածքային կառավարման և արտակարգ իրավիճակների նախարարության և նրա ղեկավարի մոտեցումը, և այն գաղափարը, որ հաշմանդամը կարող է փրկարար լինել: Այս և նմանատիպ մոտեցումները հասարակական կարծիքի մեջ բեկումնային կարող են լինել: Դրա վառ օրինակներից էր նաև, երբ զինծառայության ընթացքում հաշմված մի տղա մամուլով պատմել էր իր երազանքի՝ ինստիտուտ ընդունվելու և հետագայում ՏԿԱԻՆ-ում աշխատելու մասին: Այսօր ուրախ եմ, որ ժամանակին հասցրինք արձագանքել երիտասարդի ցանկությանը և նա քննություն հանձնեց ու ընդունվեց ինստիտուտ: Վստահ եմ, որ ավարտելուց հետո երազանքի մյուս մասն ինքնուրույն կիրականացնի;Իհարկե այս օրը շնորհավորելու համար չէ, բայց ինքնին պատասխանատու և ուշադրություն հրավիրող օր է, երբ բոլորին՝ թե՛ պետությանը, թե՛ սոցիալապես պատասխանատու գործարար աշխարհին, թե՛ յուրաքանչյուրին մտածելու առիթ և նախաձեռնելու հնարավորություն է տալիս….
