Ադրբեջանի պետական նավթային հիմնադրամը երկու ամսում 729 մլն դոլար է կորցրել

Ադրբեջանի պետական նավթային հիմնադրամի ակտիվները, որոնք 2015 թվականի հոկտեմբերի 1-ի դրությամբ կազմել էին 34,738 մլրդ դոլար, հոկտեմբեր-նոյեմբեր ամիսներին 2,1 տոկոսով կամ 729 մլն դոլարով արժեզրկվել են:

Վերջին երկու ամիսներին ամենաշատն արժեզրկվել են Հիմնադրամի եվրոյով ակտիվները՝ կազմելով մոտ 680 մլն դոլար: Երկրորդ ամենշատ արժեզրկված ակտիվը ոսկին է, որով դոլարի վերածած վնասը կազմել է 47,5 մլն դոլար:

Ադրբեջանական ԶԼՄ-ներն ավելի վաղ հայտնել էին, որ ըստ Ադրբեջանի կենտրոնական բանկի վիճակագրական տվյալների` 2015 թվականի նոյեմբերին Ադրբեջանի ԿԲ-ում եղած արտարժույթի պահուստը, հոկտեմբերի համեմատ, 589 մլն դոլարով (8,62 տոկոսով) կրճատվել է` հասնելով 6,245 մլրդ դոլարի:

Ընթացիկ տարվա սկզբից Ադրբեջանի ԿԲ-ի արտարժույթի պահուստը 7,512 մլրդ դոլարով (54,6 տոկոսով) կրճատվել է:

Ադրբեջանի ԿԲ-ի արտարժույթի պահուստների կրաճատումները սկսվել են անցյալ տարվա հուլիսից: Եթե սկզբում այդ գործընթացն ընթանում էր դանդաղ տեմպերով, ապա 2014 թվականի դեկտեմբերից սկսած` տեղի է ունեցել դրանց ծավալի կտրուկ կրճատում, ինչը կապված է երկրում դոլարային զանգվածի նկատմամբ պահանջարկի մեծացման հետ` պայմանավորած ազգային արժույթի` մանաթի արժեզրկման հետ:

«Թուրան»-ի տվյալներով` Ադրբեջանի պետական նավթային հիմնադրամի 2016 թվականի պակասորդը ծրագրված է 1,549 մլրդ մանաթ: Ընթացիկ տարում Հիմնադրամի դեֆիցիտը սպասվում է մոտ 1,1 մլրդ մանաթ մակարդակի:

Ադրբեջանի պետական նավթային հիմնադրամից պետբյուջե փոխանցումները 2016 թվականին սպասվում է 6 մլրդ մանաթ, ինչը 42,2 տոկոսով կամ 4,388 մլրդ մանաթով փոքր է` 2015 թվականի համեմատ:

«Ազադլըգ» թերթը` հղում կատարելով Ադրբեջանի պետական մաքսային ծառայության զեկույցին հայտնել է, որ անցյալ տարվանից սկսված նավթի էժանացման արդյունքում Ադրբեջանի նավթային եկամուտները 8,7 մլրդ դոլարով նվազել են:

Նավթի համաշխարհային գների եւ մանաթի փոխարժեքի անկման պատճառով Ադրբեջանի տնտեսությունը հայտնվել է ճգնաժամի մեջ. փակվել են նավթաարդյունաբերության մի շարք ձեռնարկություններ, պետական եւ մասնավոր հաստատություներ, հազարավոր աշխատավորներ գործազուրկ են դարձել, Ադրբեջանի տնտեսական աճն օրեցօր նվազում է, միջազգային վարկանիշային գործակալությունների համաձայն` Ադրբեջանական բանկերը կանգնած են ռիսկի սահմանին, այս տարվա ընթացքում Ադրբեջանն արդեն 6,7 մլրդ դոլար է կորցրել, Ադրբեջանի բյուջեն դեֆիցիտային է դարձել. եկող տարվա բյուջեն անցյալ տարվա պ ետբյուջեից մոտ 2 անգամ փոքր է սահմանվել:

Ադրբեջանի պետական նավթային հիմնադրամի եկամուտների եւ ԿԲ-ի արտարժույթի պահուստի արագորեն նվազումը պայմանավորված է նավթի համաշխարհային գների շարունակական անկման հետ:

Ադրբեջանի արտահանման 95 տոկոսը կազմում են գազը, նավթն ու նավթամթերքները, իսկ երկրի պետբյուջեն 75 տոկոսով ձեւավորվում է էներգակիրների արտահանումից ստացվող եկամուտների հաշվին: 

Ադրբեջանի 2015 թվականի պետբյուջեում նավթի գինը մեկ բարելի համար նախատեսված է 90 դոլար: Ներկայում այն արդեն պետբյուջեում նախատեսվածից մոտ 47 դոլարով ցածր է:
