«Հայաստանում առկա է համակարգային կոռուպցիա՝ գնումների ոլորտում»
POLITICS«Մեկ Հայաստան» կուսակցության քաղաքական խորհրդի անդամ Հասմիկ Ենգոյանը պետական գնումների գործընթացում իրականացրած վերլուծության արդյունքում ապացուցում է, որ Հայաստանում առկա է համակարգային կոռուցիա, որի վերացման մասին պարբերաբար հայտարարում է Նիկոլ Փաշինյանը։
«Փաստ» թերթի հետ զրույցում տիկին Ենգոյանն ասում է, որ ներկայում մանր ու միջին բիզնեսին թույլ չեն տալիս մասնակցել պետական գնումներին, քանի որ բանկային երաշխիքի համար անհրաժեշտ է ֆինանսական ներուժ։
Մրցույթներում, պատկերավոր ասած, «սպանվում» է մրցակցությունը, քանի որ անգամ խոշոր մասնակիցներն արդեն չեն կարող բոլոր մրցույթներին մասնակցել, հետևաբար պետական մարմինները կարող են ուղղորդել իրենց ցանկալի ընկերություններին։
Եվ ամենակարևորը, ըստ Հ. Ենգոյանի, պետական մարմինների հետ պայմանագիր կնքած մասնակցին պահում են մշտական վախի մեջ, քանի որ կարող են անհիմն պատճառներով չընդունել ապրանքը կամ ծառայությունը, դրա հետևանքով, որպես տույժ, տնտեսվարողից գանձել պայմանագրի գնի 110 տոկոսի չափով բանկային երաշխիքի գումար։
