Բարելավվել նախկին հանրակացարանային տարածքներում բնակվող ՀՀ քաղաքացիների բնակարանային պայմանները. նախագիծ
SOCIETYՊետական գույքի կառավարման կոմիտեն հանրային քննարկման է ներկայացրել նախագիծ, որի ընդունումը բխում է տարածքային կառավարման և ենթակառուցվածքների նախարարության պետական գույքի կառավարման կոմիտեի ենթակայության տակ գտնվող պետական սեփականություն հանդիսացող նախկին հանրակացարանային տարածքներում հաշվառված և փաստացի բնակվող ՀՀ քաղաքացիներին առկա ազատ տարածքը որպես բնակարանային պայմանների բարելավում օգտագործման իրավունքով հատկացնելու հետ կապված հարաբերությունների կանոնակարգման անհրաժեշտությունից: Նպատակն է կոմիտեի ենթակայության տակ գտնվող պետական սեփականություն հանդիսացող նախկին հանրակացարանային տարածքներում հաշվառված և փաստացի բնակվող քաղաքացիների սոցիալական վիճակի ուսումնասիրության արդյունքում բացահայտել թերությունները և համապատասխան միջոցառումների իրականացման շնորհիվ ապահովվել տվյալ տարածքներում բնակվող քաղաքացիների բնակարանային պայմանների բարելավումը:
Բնակարանային պայմանների բարելավումը հանրակացարանային բնակելի տարածքներում հաշվառված և փաստացի բնակվող ՀՀ քաղաքացիներին ազատ տարածքների առկայության դեպքում լրացուցիչ առանձնացված սենյակի հատկացումն է: Շահառու են համարվում հանրակացարանային բնակելի տարածքներում հաշվառված և փաստացի բնակվող ՀՀ այն քաղաքացիները, որոնց ընտանիքը բաղկացած է 3 և ավելի անձից և բնակտարածքի մակերեսը չի համապատասխանում մեկ շնչի համար օրենսդրությամբ սահմանված չափանիշների պահանջներին: Վերջիններս դիմում են ներկայացնում պետգույքի կառավարման կոմիտե, մինչև 10 աշխատանքային օրվա ընթացքում ուսումնասիրվում է շահառուի(ների) կողմից ներկայացրած տեղեկատվությունը՝ բնակարանային պայմանները բարելավելու նպատակով ազատ սենյակ կամ տարածք ստանալու մասին դիմումները, դրանց կցված փաստաթղթերը, այնուհետև դրանք ներկայացվում են հանձնաժողովին: Եթե տվյալ տարածքի համար առկա է մեկ դիմում, ապա հանձնաժողովն ընդունում է որոշում տվյալ տարածքը որպես բնակարանային տարածքի բարելավում տրամադրել դիմող միակ շահառուին, իսկ եթե տվյալ տարածքի համար դիմել է մեկից ավելի շահառու, ապա հանձնաժողովը շահառուի ընտրության իրականացվում է հետևյալ առաջնահերթությամբ՝
1) փաստացի բնակության մակերեսը ընտանիքի մեկ շնչի համար համեմատական տեսանկյունից կազմում է նվազագույնը,
2) ընտանիքների անապահովության գնահատման համակարգում ունի ավելի բարձր միավոր,
3) ընտանիքում գերակշռում է անչափահաս երեխաների թիվը,
4) ընտանիքում առկա է հաշմանդամության կարգ ունեցող երեխա,
5) ընտանիքում ապրում է հաշմանդամություն ունեցող անձ և հաշմանդամության կարգն ավելի բարձր է։
Ակնկալվում է, որ նախագծի ընդունման արդյունքում կբարելավվի կոմիտեի ենթակայության տակ գտնվող պետական սեփականություն հանդիսացող նախկին հանրակացարանային տարածքներում, այդ թվում նաև ուսուցչի տներում, բնակելի շենքերում հաշվառված և փաստացի բնակվող ՀՀ քաղաքացիների բնակարանային պայմանները։
