ՍԴ-ի հարցը վեթինգով լուծելու ակնարկն իմաստազրկում է արտակարգ դրությունը. Թաթուլ Մկրտչյան

Նախագահ Արմեն Սարգսյանը երեկ ստորագրեց «Ապօրինի գույքի բռնագանձման մասին» օրենքը, և կանաչ լույս վառվեց սեփականության վերաբաշխման համար։ Այս օրենքի հետ է առնչվում նաև ժողովրդավարական մի շարք բարեփոխումների, այդ թվում՝ Վեթինգի իրականացումը։ Ամենևին պատահական չէ, որ օրենքի ստորագրելվուց անմիջապես հետո Վարչապետն ու Արդարադատության նախարարը քննարկում էին Վեթինգի իրականացման հարցը, որը համարվում է դատական բարեփոխումների փաթեթի բանալին և Լյուստրացիայի նախերգանքը։ Սահմանադրական դատարանի վերակազմակերպման հարցը կարո՞ղ է լուծվել Ապօրինի գույքի բռնագանձման և Վեթինգի ընձեռած գործիքներով։ Այս թեման օրակարգում առաջ է մղվել, որովհետև արտակարգ դրության ժամկետը 2 օրից ավարտվում է, բայց ոչինչ չի խոսվում ՍԴ-ն ազատագրելու հանրաքվեի նոր ժամկետի մասին։ Կանխատեսվում է, որ պարետը, Առողջապահության նախարարը, պաշտոնական խոսնակներն առաջիկայում կհայտարարեն, որ համավարակի վտանգը չի անցել, հանրաքվե անցկացնելը վտանգավոր է հանրային առողջության համար։ Հանրաքվե անցկացնելու խնդիրը օրակարգից դուրս բերելու հիմնավորումները չեն սահմանափակվի միայն առողջապահական ռիսկերով։ Կորոնավիրուսային ճգնաժամի հետևանքով առաջացած ֆինանսական ծանր դրությունը հանրաքվե չանցկացնելու հավելյալ պատճառ կմատուցվի։ Պարզ ասած՝ ՍԴ-ի հարցը նախատեսվում է լուծել պարզ կերպով, առանց հանրաքվեի։ Փորձագիտական շրջանակներում քննարկվում է 2 սցենար։ Սցենար 1՝ Բարձր պայմանավորվածություն է ձեռք բերվում «Իմ քայլի» և ԱԺ ընդդիմադիր ուժերի միջև։ Վերջիններին բարձր խոստանում են, որ նրանց և գործընկերների կապիտալը չի բռնագանձվի օրենքով։ Դրանից հետո «Իմ քայլը» ՍԴ-ի հարցը վերստին բերում է ԱԺ և անցկացնում, ստանալով նաև ընդդիմադրի քվեն։ Սցենար 2՝ Ապօրինի գույքի բռնագանձման գործընթացին զուգահեռ իրականացվում է Վեթինգ և ակնարկվում է Լյուստրացիայի օրենքն ընդունելու անհրաժեշտության մասին։ Մի քանի դատավորների բարեվարքության քննության մասին տեղեկատվական «արտահոսքը» առաջացնում է սոցիալական ռեզոնանս։ ՍԴ անդամները ևս ենթարկվում են Վեթինգի և քննության եզրակացությամբ՝ զրկվում ՍԴ դատավորի մուրճից։ Այսպիսով՝ Դատական բարեփոխումների, Ապօրինի գույքի բռնագանձման և Վեթինգի գործընթացները որոշակի շեղում են հասարակության ուշադրությունը կորոնավիրուսից։ Եթե այսօր այս հարցերն են մղվում առաջին էջ, նշանակում է իշխանությունները պանդեմիայի դեմ պայքարը մտցնում են վերջնափուլ կամ չհիմնավորված ստվերում։ Իսկ ՍԴ-ի ազատագրման հարցն այլ եղանակներով լուծելու մասին բարձր ակնարկները հիմնովին իմաստազրկում են արտակարգ դրության ժամկետը երկարացնելու մասին մտահոգությունները։ Հետևաբար՝ ենթադրելի է, որ մարդիկ մի քանի օրից կազատագրվեն ինքնամեկուսացումներից, ու կկրճատվեն սոցիալական հեռավորությունները։
