Կիսանախագահակն թե՞ խորհրդարանական համակարգ , որն է առավել արդյունավետ

Վերջին շրջանում հասարակական լայն շրջանակների քննարկման հիմնական թեման վերաբերում է այն հարցին, թե որ կառավարման համակարգերում է հնարավոր արդյունավետ գործել:
Կոնկրետ ՀՀ պարագայում քաղաքացիների մի մասը նշում է, որ գործող կիսանախագահական համակարգը պետք է պահպանել, քանի որ այն ավելի արդյունավետ տարբերակ է, իսկ մյուս մասը նշում է, թե խորհրդարանական համակարգին կատարվելիք անցումը անհրաժեշտություն է, քանի որ խորհրդարանական համակարգն առավելություններ ունի, իսկ կիսանախագահական համակարգը ռիսկային է:
Փորձը ցույց է տալիս, որ կառավարման այն համակարգերում, որտեղ կառավարության ճակատագիրը կախված է խորհրդարանից, ինչպիսիք են կիսանախագահական և խորհրդարանական համակարգերը, կառավարման համակարգը կարող է արդյունավետ գործել, եթե կառավարությունը հենվում է համեմատաբար կայուն քաղաքական ուժերի աջակցության վրա: Այսպես օրինակ՝ կիսանախագահական համակարգում նախագահը, մեծամասնություն ունենալով խորհրդարանում, չի կարող արդյունավետ կառավարում իրականացնել: Եթե խորհրդարանում կայուն մեծամասնություն չկա, կառավարությունները հաճախ կարող են փոխվել, և արդյունքում ի չիք են դառնում հանրապետության նախագահի և խորհրդարանական կուսակցությունների նախընտրական խոստումները:
Նույն խնդիրը կա նաև խորհրդարանական համակարգում: Այս դեպքում եթե կառավարությունը չի կիսում գործադիր իշխանությունը նախագահի հետ, ապա կառավարության կայունության խնդիրն ավելի հրատապ է դառնում: Եթե ընտրություններում ոչ մի կուսակցություն չի ստանում բացարձակ մեծամասնություն, ապա կոալիցիոն կառավարություն ձևավորելու, ապա կոալիցիոն կառավարություն ձևավորելու համար անհրաժեշտ է լինում կազմել հետընտրական դաշինքներ, սակայն այդ դաշինքները ստեղծվում են «ժողովրդի թիկունքում», այլ ոչ թե ընտրողի կամքով, ինչը Հայաստանի պարագայում բարդություններ է ստեղծում դեռևս ձևավորման փուլի մեջ հայաստանյան քաղաքական համակարգի կենսունակության հարցում` ՀՀ-ում կուսակցությունները անձնակենտրոն են:
