Այսուհետ զինծառայողին բնակարան վարձակալելու դիմաց փոխհատուցումը կտրվի զորամասի հրամանատարի հրամանով. Կարգը հեշտացվում է
SOCIETYԿառավաչությունն իր այսօրվա՝ մայիսի 14-ի նիստում որոշում կայացրեց փոփոխություն կատարել պայմանագրային զինծառայողին բնակարան վարձակալելու դիմաց դրամական փոխհատուցում վճարելու կարգը եւ չափերը սահմանելու մասին որոշման մեջ, որով հեշտացվում է գործընթացը:
Մասնավորապես, սահմանվել է, որ շահառուին բնակտարածության վարձակալության դիմաց դրամական փոխհատուցում տրվում է ծառայության վայրի զորամասի հրամանատարի հրամանով:
Այս որոշմամբ կրճատվում է փոխհատուցում ստանալու համար զինծառայողի կողմից ներկայացվող փաստաթղթերի ցանկը, հստակեցվում են փոխհատուցման հաշվարկման փաստաթղթավորման ընթացակարգը եւ ժամկետները, փոխհատուցման վճարման շարունակման եւ դադարման պայմանները:
Որոշման հիմնավորման մեջ նշվում է, որ մինչ այս զինծառայողներին բնակելի տարածության վարձակալության դիմաց դրամական փոխհատուցում տրամադրումն իրականացվում է այդ նպատակով ստեղծված բնակարանային հանձնաժողովի կողմից, որն անհրաժեշտ փաստաթղթերի ուսումնասիրության արդյունքներով կայացնում է եզրակացություն, որի հիման վրա պետական լիազոր մարմնի կողմից կայացվում է վարչական ակտ (հրաման):
Նշված գործընթացն իրականացվում է զորամասի հրամանատարին ուղղված շահառուի դիմումի ներկայացված փաստաթղթերի հիման վրա, որոնք զորամասի կողմից այնուհետեւ ուղարկվում են հանձնաժողովի աշխատանքային մարմին՝ պետական մարմնի սոցիալական խնդիրներ իրականացնող ստորաբաժանում, որն էլ ստացված դիմումների հիման վրա երկամսյա ժամկետում կազմակերպում է հանձնաժողովի նիստի անցկացումը:
Այս գործընթացը փաստացի բավականին ժամանակատար է, պրակտիկան ցույց է տվել, որ շահառու դիմումից մինչեւ համապատասխան որոշման ընդունումն օբյեկտիվորեն տեւում է միջինը երեք ամիս, իրականացվում է անհարկի մեծ փաստաթղթաշրջանառություն:
Այս առումով, գործընթացի իրականացման տեղայնացումը հնարավորություն կնձեռի բավականին կրճատել բնակելի տարածության վարձակալության դիմաց դրամական փոխհատուցում տրամադրելու որոշման կայացման ժամանակահատվածը եւ փաստաթղթաշրջանառության ծավալները:
