Կառավարությունը հաստատեց երեխա ունեցող ընտանիքների բնակարանային ապահովության պետական աջակցության ծրագրերը
SOCIETYԿառավարությունը հաստատեց երեխա ունեցող ընտանիքների բնակարանային ապահովության պետական աջակցության 2020-2023 թթ. ծրագրերը։
2020 թվականի պետական բյուջեով Նպատակային ծրագրերի համար նախատեսվել է 526 մլն 760 հազ դրամ։
Նպատակային ծրագրերն են.
-միանվագ դրամական աջակցություն մարզային բնակավայրերում բնակարան ձեռք բերելու համար,
- կանխավճարի (հիփոթեկային պարտավորության) ապահովագրության համար դրամական աջակցություն,
- երեխայի ծննդով պայմանավորված՝ աջակցություն հիփոթեկային վարկ մարող ընտանիքներին։
2020 թվականին նախատեսվում է.
- միանվագ դրամական աջակցություն տրամադրել 245 շահառուի,
- կանխավճարի ապահովագրության տրամադրել 540 շահառուի,
- երեխայի ծննդյան աջակցություն տրամադրել 300 շահառուի։
- Յուրաքանչյուր տարվա բյուջետային գործընթացի շրջանակներում կճշգրտվեն շահառուների նախատեսվող թվաքանակը՝ ըստ նպատակային ծրագրերի։
Փոխվարչապետ Տիգրան Ավինյանը նշեց, որ այս ծրագիրը ժողովրդագրական վիճակի բարելավման ծրագրերից մեկն է:
Աշխատանքի եւ սոցիալական հարցերի նախարար Զարուհի Բաթոյանը տեղեկացրեց, որ բնակարանի ձեռք բերման ամենակարևոր պայմաններից մեկը վերաբերում է 2020 թվականի հուլիսի մեկից հետո ձեռք բերվող գույքին, և առավելագույն գինը պետք է 30 միլիոն դրամ լինի: «Կատարվող կանխավճարի նվազագույն չափը երկրորդային շուկայից ձեռք բերելու դեպքում անշարժ գույքի արժեքի առնվազն տասը տոկոսն է և առաջնային շուկայից ձեռք բերելու դեպքում անշարժ գույքի 7,5 տոկոս»,-ասաց նա:
Վարչապետը հարցրեց, թե արդյոք ստացվում է, որ կանխավճարը ամբողջությամբ տալիս են, Տիգրան Ավինյանը ասաց, որ ոչ ամբողջությամբ, այլ տալիս են կանխավճարի 50 տոկոսը և մարզերի առումով ապահովագրությունից օգտվելու հնարավորություն ևս տրվում է:
Պաշտպանության նախարար Դավիթ Տոնոյանը հետաքրքրվեց, թե արդյոք զնիծառայողների ծրագրերին դա վերաբերելու է և եթե ընտանիքները ունենան երկրորդ, երրորդ, չորրորդ երեխան, գումարները մարվելուն են:
Զարուհի Բաթոյանը նշեց, որ որևէ սահմանափակում չկա այս ծրագրում:
«Պարոն վարչապետ խնդրում եմ դա ճշգրտել, թե չէ բանակը ինձ կգրոհի»,-կատակեց նախարարը, իսկ վարչապետը արձագանքեց.«Մենք ուզում ենք բանակը գրոհի, բայց բոլորովին ուրիշ ուղղությամբ»:
Այսքանից հետո մնում է կարգախոսն էլ մշակել՝ «բոլորս երեխաներ ունենալու»:
Ինչ վերաբերում է սահմանված ամսաթվին, որը վերաբերում է ծրագրերից մեկին, նա նշեց, որ ցանկացած ամսաթիվ սահմանելու դեպքում էլ հարցեր են առաջանալու, թե ինչու այդ ամսաթիվը:
«Հիմա ովքեր մինչև հուլիսի մեկը երեխա են ունեցել, ոչինչ չի խանգարում հուլիսի մեկից հետո էլ երեխա ունենալ»,-ասաց նա:
Վարչապետը նշեց, որ այս ծրագրում ոչ մի գումար չեն խնայի:
«Շատ լավ, դրական, շատ ռազմավարական ծրագիր է, շնորհակալություն եմ հայտնում այն մշակելու համար»,-ասաց նա և նախագիծը միաձայն ընդունվեց:
