Արդյոք այսօր ոմանք լավ են հիշում, թե ինչպես 1998 թվականից Հայաստանի խորհրդարանական մեծամասնությունը հանդիսացող ՀՀԿ-ն դարձավ երկրի ամենաազդեցիկ քաղաքական ուժը: ՀՀԿ-ն քաղաքական անհայտության ստվերից դուրս եկավ այն ժամանակ, երբ նախագահ Տեր-Պետրոսյանի հրաժարականից հետո Վազգեն Սարգսյանը որոշեց հենց այդ պատրաստի և հարմար կուսակցական ցուցանակի տակ հավաքել սեփական համախոհներին և աջակիցներին ու լեգիտիմացնել իր իշխանությունը երկրում: Այսպիսով, ՀՀԿ կուսակցությունը Վազգեն Սարգսյանի նախաձեռնած քաղաքական վերակենդանացման «միջոցառումների» և ոչ թե իր կողմից աճեցված գործիչների կազմակերպչական ձիրքերի շնորհիվ դարձավ հետագա տասնյոթ տարիների համար ՀՀ գլխավոր իշխանական հենարանը: Այդպիսի հենարան մնալու համար կուսակցական զանգվածն ընդամենը երկու անգամ կարիք ունեցավ որպես իր առաջնորդ հռչակել մինչ այդ կուսակցության հետ որևէ անմիջական առնչություն չունեցած պաշտոնավորների՝ առաջին դեպքում դա Վազգեն Սարգսյանն էր, իսկ երկրորդ դեպքում – Սերժ Սարգսյանը: ՀՀԿ-ի դեպքում անձնապես իշխանություն ունեցող մարդիկ երկու անգամ պատվաստվեցին այդ ինքնուրույն քաղաքական արժեքը չունեցող կուսակցական մարմնի վրա: Այս համատեքստում ուշագրավ է ստորև բերվող երկխոսությունը.
Պետրոս Ղազարյան- Արդյո՞ք այստեղ չկա նաև օբյեկտիվ պահ, որովհետև, տեսեք, նույն այդ կուսակցությունները, որպեսզի ստեղծեն կառույցներ, մարդիկ անդամագրեն և այլն, ֆինանսական ծախս է, չէ՞: Բայց մեր երկրում բիզնեսը չի ֆինանսավորում, գոնե հրապարակավ, ընդդիմությանը. բիզնեսը միշտ իշխանության կողքին է՝ փողը իշխանության մոտ է…
Սերժ Սարգսյան- Բայց իշխանությանը փողերը ո՞րտեղից, Պետրոս: Ոնց որ դու էլ էս սկսել ուրիշի փողերը լավ հաշվել՝ առանց տեսնելու:
Պետրոս Ղազարյան- Իշխանությունը ուրիշ չի, Պարոն Նախագահ: Բայց ընդդիմությունը չունի, չեն ֆինանսավորում ընդդիմությանը: Ինչպե՞ս իրենք ստեղծեն այդ կառույցները, որպեսզի մրցեն իշխանության հետ:
Սերժ Սարգսյան- Իսկ այդ իշխանությունը ինչպե՞ս է ստեղծվել. հենց այնպես մեկը բերել, նվե՞ր է տվել, թե՞ մի բիզնեսմեն է նվեր տվել: Դրա համար պետք է աշխատել, պետք է տքնել, պետք է սկզբից կառույցներ ստեղծել ու հետո միավորելով այդ կառույցների հնարավորությունները, կամաց-կամաց մեծացնել և ոչ թե՝ ունենալ փոքր մի կառույց ու միանգամից հայտ ներկայացնել, թե՝ ես վաղը Նախագահ եմ դառնալու, որովհետև մասնակցելու եմ նախագահական ընտրություններին: 2013 թվականը, 2008 թվականը վերցրու, դրանից առաջ էլ, քո կարծիքով, մասնակիցների ո՞ր տոկոսը շանս ուներ հաղթելու նախագահական ընտրություններում:
