«Ժողովուրդ». Հակակոռուպցիոն կոմիտեի ստեղծումը՝ խառնաշփոթի պատճառ. համակարգում արդեն խժդժություններ են

«Ժողովուրդ» թերթը գրում է. «Իրավապահ համակարգում Հակակոռուպցիոն կոմիտեի շուրջ բուռն քննարկումները շարունակվում են: Ինչպես հայտնի է, 2021 թվականին պետք է ստեղծվի Հակակոռուպցիոն կոմիտեն, որը լինելու է կոռուպցիոն հանցագործությունների բացահայտման եւ քննության միասնական մարմին:

Ըստ այդմ, այդ ժամանակ ունենալու ենք երեք քննչական մարմին՝ Քննչական կոմիտե, Հատուկ քննչական ծառայություն (ՀՔԾ), որը կքննի խոշտանգումներին վերաբերող գործերը ու Հակակոռուպցիոն կոմիտեի պաշտոնատար անձանց կողմից թույլ տրվող հնարավոր հանցագործության դեպքերը, եւ Հակակոռուպցիոն կոմիտե, որը որպես հիմնական մասնագիտացված մարմին կքննի կոռուպցիոն բնույթի հանցագործությունները։

Եվ ահա, «Ժողովուրդ» օրաթերթի տեղեկություններով, իրավապահ համակարգում ներքին քննարկումները դեռ շարունակվում են:  Վերջիններս խառնված են եւ դեռ չեն պատկերացնում, թե ինչպես են աշխատելու այդ մարմնի ստեղծումից հետո:

Մասնավորապես, «Ժողովուրդ» օրաթերթի տեղեկություններով, նրանք դեռեւս չեն պատկերացնում, թե քրեական գործերի առումով ով ինչով պետք է զբաղվի: Սակայն մեր տեղեկություններով, իրավապահ համակարգը որոշում ունի, որ Հատուկ Քննչական ծառայությունից կոնկրետ գործեր արդեն տեղափոխվում են Քննչական կոմիտե եւ ՀՔԾ-ում  մնալու են միայն կոռուպցիոն բնույթի հանցագործությունները:

Եվ որքան էլ նշվում է, թե այս նոր կառույցի ստեղծումը հարթ է ընթանալու, սակայն համակարգում արդեն խժդժություններ են եւ աշխատակիցները չգիտեն՝ ինչ է սպասվելու իրենց. ովքեր են գնալու, ովքեր՝ մնալու»:
