POLITICS«Իրատես» թերթը գրում է. «Պատգամավորները կրթության, գիտության, մշակույթի եւ սպորտի նախարարության աշխատանքներից, մեղմ ասած, գոհ չեն: Ազգային ժողովի համապատասխան հանձնաժողովի անդամները բոլորը միաբերան փաստում են՝ նախարարության, մանավանդ նախարար Արայիկ Հարությունյանի հետ անմիջական կապ հաստատել գրեթե չի ստացվում:
«Իրատեսի» հետ զրույցում պատգամավորները սրտնեղեցին, թե գերատեսչության վարչություններ կան, որ իրենց հարցումներին հարեւանցի են արձագանքում կամ նույնիսկ անարձագանք թողնում: «Իհարկե,- նշում են նրանք,- ամենքս աշխատելու մեր ոճն ենք ընտրել, պաշտոնական հարցումներով կամ գրագրությամբ ենք հաղորդակցվում, բայց այդպես չպետք է լինի, օրենսդրի ու գործադրի միեւնույն գործառույթներն իրականացնող մարմինները պետք է անմիջականորեն հաղորդակցվեն, քննարկեն, քննադատեն, դիտողություններ անեն եւ այլն»:
Ինչ վերաբերում է կրթության ոլորտին առհասարակ, ըստ մեր զրուցակցի՝ փոփոխություններ տեղի չեն ունենում, ռեֆորմներն ուշանում են, մի շարք օրենքներ, որ պետք է դրվեին շրջանառության մեջ, այդ թվում՝ բաձրագույն կրթության մասին օրենսդրական փաթեթը, կարծես մոռացվել են. «Նախարարությունը մեզ շտապեցնում էր, ասում էր՝ բարձրագույն կրթության օրինագծի մասին արագ կարծիք տվեք, թերացումներն ասեք ու շտկումներ արեք, որ օր առաջ այն խորհրդարանի օրակարգում ներառենք, բայց մեր հանձնաժողովի ներկայացրած դիտողություններից ամիսներ անց օրինագիծը չկա ու չկա: Թե ինչու է այս հարցում հապաղում նախարար Հարությունյանը, ինչ կա նրա մտքին, չեմ կարող ասել. հանգամանքը ոչ միայն ընդդիմադիր, այլ նաեւ իշխանական պատգամավորներին է մտահոգում»:
Նա նաեւ խնդրահարույց է համարում, որ մի շարք ուսումնական հաստատություններում հետաձգվում են ռեկտորների կամ տնօրենների մրցույթները, եւ պաշտոնակատարները շարունակում են օրենքի խախտմամբ պաշտոնավարել. «Երբ համապատասխան գերատեսչության պատասխանատուներին հարցնում ենք՝ ինչու՞ մրցույթներ չեն անցկացվում, անտրամաբանական ու իրար հակասող պատասխաններ են տալիս»: Մեզ միայն մի բան է մնում ենթադրել, որ, ինչպես բոլոր ժամանակներում, այժմ նույնպես իշխանությունն անգամ ամենահեռավոր գյուղի դպրոցի տնօրենի պաշտոնում ուզում է իր մերձավորին կամ թիմակցին տեսնել»:
