Վարակման 460 դեպք և 8 մահ։ Պատասխանատուն համարվում է դիմակ-ձեռնոց չդնող, սոցիալական հեռավորություն չպահպանող, սոցիալական պատասխանատվության գիտակցում չունեցող տնտեսվարողը, բանվորը, ուղևորը, վարորդը, բանկային աշխատողը, բանկ այցելողը, մատուցողը, սրճարանում թեյ խմողը, ընդհանրական առումով՝ շարքային քաղաքացին, բայց ոչ կառավարությունը։ Ասել է, թե՝ շարքայինների անպատասխանատու վարքագծի համար իշխանությունները պատասխանատվություն չեն կրում։ Նույնիսկ խիստ պատիժները, ստուգումները, տուգանումները բավարար չեն սթափեցնում շարքայինին։ Եվ վերջինս շարունակում է սոցիալական անպատասխանատու կեցվածք դրսևորել և նպաստել համավարակի տարածմանը։ Իշխանության խոսափողներով շրջանառվող այսօրինակ մեկնաբանությունները համապատասխանո՞ւմ են Թավշյա, ոչ բռնի, ժողովրդական հեղափոխության էությանը։ Ինչպե՞ս կարող է Թավշյա, ոչ բռնի, ժողովրդական հեղափոխություն իրականացրած քաղաքացին 2 տարի անց այսօրինակ սոցիալական անպատասխանատու կեցվածք դրսևորել։ Ի՞նչ է փոխվել նրա մտածողության մեջ։ Հնարավո՞ր է, որ նրա մոտ տեղի է ունեցել վարքաբանական այս աստիճանի մեծ ձևափոխություն։ Միգուցե նա էությամբ չի՞ հարազատել այն հասարակական արժեքները, որոնք ներդրվել են Թավշյա, ոչ բռնի, ժողովրդական հեղափոխությամբ։ Եթե կա կասկած, որ քաղաքացին լիարժեք չի հարազատել Թավշյա, ոչ բռնի, ժողովրդական հեղափոխության բերած արժեքային փոփոխությունները, ապա իշխանությունները պարտավոր են քարոզչության առարկա դարձնել այդ արժեքները, որոնց համար տեղի է ուենցել հեղափոխությունը, քարոզել դրանք հնարավոր բոլոր խոսափողներով, որպեսզի յուրաքանչյուրի համար պարզ լինի, թե հանուն ինչի է դիմակ-ձեռնոց-անհարմարություն կրում։ Այդպիսով՝ իշխանությունները իրապես կբարձրացնեն քաղաքացու սոցիալական պատասխանատվության գիտակցումը և մեծ գործ կանեն համավարակի կանխման հարցում։ Եթե արժեքների մասին ճակատային քարոզ չի իրականացվում, ապա ենթադրելի է, որ հասարակությունը հեղափոխության արժեքների իրական կրողն է, գիտակից է, ունի սոցիալական պատասխանատվություն, և նրան հասցեագրվող հանդիմանանքը չափազանցված է։ Ամեն դեպքում՝ հարցը մնում է բաց. Ինչպե՞ս նվազեցնել համավարակի տարածման աղետալի տեմպը։ Եթե մեղավորը հարևան Պողոսն է, ապա, միգուցե, անհրաժեշտ է կրկի՞ն սահմանափակումներ մտցնել։ Իսկ եթե սահմանափակումներ վերամտցնելը նպատակահարմար չի գնահատվում, իսկ համավարակի աճը շարքայինի անպատասխանատվությամբ մեկնաբանելը իռացիոնալ է և հակասում է Թավշյա, ոչ բռնի, ժողովրդական հեղափոխությանը, ապա, միգուցե, քավության ա՞յլ նոխազ գտնեք։
