«Իմ կարծիքով ակնհայտ է, որ օբյեկտիվ մոտեցման դեպքում, պետք է հարուցվի քրեական գործ, որի օրինական քննությունը ապահովելու և երաշխավորելու համար վարչապետը պետք է հրաժարական տա, իշխող ուժը պետք է ընտրի այլ վարչապետ՝ մինչև քննության ավարտը: Եթե քննությունը հերքի փաստերը, կասկածի տակ հայտնված անձը կարող է վերադառնալ իր աշխատանքին: Բայց դե փաստ է, որ մենք չունենք ոչ նման իրավապահ համակարգ, ոչ քննության անկախությունը երաշխավորող մեխանիզմներ, ոչ էլ նման մարդիկ, որ իրենց պաշտոնը ավելի ցածր կգնահատեն, քան երկրի հեղինակությունը: Միակ մեխանիզմը, որը միգուցե կարող էր աշխատել, դա ԱԺ կողմից քննիչ հանձնաժողովի ստեղծումն է, բայց, իմ կարծիքով, մենք չունենք նաև այդ աստիճան քաջ ընդդիմություն: Այսինքն՝ բոլոր խոսքերը «Նոր Հայաստանի» մասին պարզապես մեծագույն սուտ են և պողոսների զանգվածին մանիպուլացնելու տեխնոլոգիա: Այս իրավիճակը ցույց է տալիս, որ ժողովրդավարական երկիր ստեղծելու փոխարեն մենք սրընթաց անկման եղանակով հասանք աֆրիկյան անհույս պետությունների մակարդակին: Պետություններ, որոնք ծիծաղի առարկա են միջազգային ասպարեզում, որոնց սուվերենությունը և կարծիքը ամենաչնչին հարցերով որևէ մեկին չի հետաքրքրում: Սա դառը իրականություն է, որի պատասխանատում Հայաստանի ընտրողների զգալի հատվածն է, որը իր ձեռքով (!) սկիզբ դրեց մեր իսկ պետականության կործանմանը: Ցանկացած նորմալ և հայրենասեր մարդ հասկանում է, որ եկել է պետությունը փրկելու՝ ներքին Սարդարապատի պահը: Ըստ այդմ, անհրաժեշտ է ներքին հստակ քաղաքական օրակարգ, որը կլինի հստակ գործողությունների պլան՝ սահմանադրական ճանապարհով այս ճգնաժամից դուրս գալու համար»,- գրում է փաստաբանը:
