Ինչ պայմաններում է կնքվել Հայաստանի կողմից «ՕՍԱ-ԱԿՄ» համակարգերի ձեռքբերման պայմանագիրը, ինչ է այն նախատեսում և ով է մատակարարը. Infoport.am
POLITICSՀայաստանի կողմից «ՕՍԱ-ԱԿՄ» հակաօդային համակարգերի ձեռքբերման պայմանագիրը կնքվել է 2018 թվականին, սակայն այդ գործարքը ունեցել է երկար տարիների նախապատմություն, որի մանրամասների մասին InfoPort.am-ին հայտնեցին ռազմական շրջանակներում իր հավաստի աղբյուրները:
Այսպես, ի սկզբանե այդ համակարգերի ձեռքբերման գաղափարը հայկական կողմի մոտ ծագել է 2010 թվականին` ելնելով ռազմական գործիչների և փորձագետների վերլուծություններից: Հենց այդ տարիներին գործարար Դավիթ Գալստյանի հետ նախաստորագրվել է «ՕՍԱ-ԱԿ» համակարգերի մատակարարման պայմանագիր 27-28 մլն դոլար արժողությամբ: Պայմանագրով այդ գումարով նախատեսվել է ձեռք բերել 22-23 հատ «ՕՍԱ-ԱԿ» հակաօդային համակարգ:
Ըստ Infoport-ի աղբյուրի` 2010 թվականին կնքված գործարքը իրոք չի կայացել, բայց անկախ ՀՀ-ի և մատակարարի կամքից: Գործարքի կայացմանը խանգարել են միջազգային զարգացումները, իսկ ավելի կոնկրետ` մատակարար երկրում տեղի ունեցած հեղափոխությունը:
Գործարքի մասին կողմերը ըստ երևույթին հետագայում «մոռացել են»:
Եվ ահա 2018 թվականին` հեղափոխությունից հետո այն վերակնքվել է նույն Դավիթ Գալստյանի հետ, բայց շատ ավելի նպաստավոր պայմաններով` նախ բուն գործարքի գինը, ըստ մեր աղբյուրի, նվազել է մոտ 4%, բացի այդ` մատակարարը այդ գումարով «ՕՍԱ-ԱԿ» համակարգերի փոխարեն պարտավորվել է ՀՀ բերել դրանց ավելի արդիական տարբերակները` «ՕՍԱ-ԱԿՄ»: Ավելացել է նաև մատակարարվող համակարգերի քանակը` մոտ 15-ով:
