Զորակոչիկների իրավունքները շարունակում են խախտվել՝ փոխահատուցումների հարցում պետության ոչ պատշաճ մոտեցման պատճառով.ՀՔԱՎ
POLITICS2020 թվականի մայիսի 14-ին ՀՔԱՎ գրասենյակը գրությամբ դիմել էր պաշտպանության նախարար Դավիթ Տոնոյանին՝ խնդրելով տեղեկություններ այն մասին՝ թե արտակարգ դրության ընթացքում, երբ արգելված է հանրային տրանսպորտի աշխատանքը, պաշտպանության նախարարությունն ինչ միջոցներ է ձեռնարկում զորակոչիկների՝ հաշվառման վայրի զինկոմիսարիատներ հասնելու, ինչպես նաև բուժզննություններ անցնելու ուղղությամբ:
Առիթը զորակոչիկ Ա. Բ.-ի հարազատի՝ ՀՔԱՎ –ին հասցեագրված դիմումն էր, որին անդրադարձել էինք մեր նախորդ հրապարակումներում, որում նշել էինք, որ ելնելով արտակարգ դրությունից` զորակոչիկների, այդ թվում և` Ա.Բ-ի համար խնդիր է զինկոմիսարիատ, բուժզննության համար բուժհաստատություններ ներկայանալը: Հանրային տրանսպորտի բացակայության պայմաններում ոչ բոլորն են ի վիճակի օգտվելու տաքսի ծառայության մեքենաներից՝ 1 ուղղության համար վճարելով 3000-4000 դրամ: Ավելի վաղ հայտնել էինք նաև անվտանգության կանոնները չպահպանելու վերաբերյալ ահազանգերի մասին, որ ստացվել էին՝ Աբովյանի զինկոմիսարիատի հետ կապված:
Մայիսի 20-ին ՀՔԱՎ գրությանն արձագանքել էր պաշտպանության նախարարության գլխավոր քարտուղարը: Պատասխանում, մասնավորաբար, նշված էր, որ համաձայն կառավարության որոշման՝ 2020 թ. մայիսի 18-ից միջհամայնքային հանրային տրանսպորտի աշխատանքը վերսկսված է, ինչով պայմանավորված էլ՝ զինվորական հաշվառման ու պարտադիր զինծառայության ենթակա զորակոչիկները կարող են անարգել մեկնել մարզերի ու մայրաքաղաքի բուժկենտրոններ՝ բուժհետազոտությունների:
ՊՆ-ի գլխավոր քարտուղարը միաժամանակ հիշեցրել էր, որ Կառավարության 2018թ.-ի համապատասխան որոշմամբ՝ հիվանդանոցային հետազոտման կամ բուժման ուղեգրվող նախազորակոչային ու զորակոչային տարիքի անձանց ճանապարհածախսը հատուցում է սպասարկող պոլիկլինիկան՝ ըստ առողջապահության նախարարի սահմանած չափի:
Անգամ հանրային տրանսպորտի աշխատանքի վերսկսկման պարագայում ՀՔԱՎ գրասենյակը չունի տեղեկություններ այն մասին, թե պետությունն ինչ քայլեր է ձեռնարկում՝ այն զորակոչիկների համար անվտանգ դարձնելու ուղղությամբ, արդյո՞ք պատրաստվում է վերանայել փոխհատուցումների կարգն ու արժանապատիվ փոխհատուցում տրամադրել Ա.Բ.-ին և նրա կարգավիճակում հայտնված այն զորակոչիկներին, ովքեր հնարավորություն չունեն ծանուցման ժամկետներում ներկայանալ զինկոմիսարիատ կամ ապրում են հեռավոր բնակավայրերում ու, երբեմն ոչ իրենց մեղքով, ստիպված են մի քանի անգամ բուժզննության գնալ մայրաքաղաքի տարբեր բուժհաստատություններ:
ՀՔԱՎ գրասենյակի խաղաղասիրական ծրագրերի համակարգող Արմինե Սադիկյանը, որը նաև զինծառայողների իրավունքների հարցերով խորհրդատու-դասընթացավար է, ասում է, որ խնդիրը վաղուց է հասունացել։
