Իշխանության սիմվոլն է, քանի որ շատերն էին իր հետ հույս կապում ոլորտի զարգացման հարցում, իսկ այսօր ունենք այն, ինչ ունենք:
Իշխանության սիմվոլն է, քանի որ իր մեծախոսությամբ վնասեց հարևան երկրի հետ հարաբերությունները` լարվածություն թողնելով պետությունների միջև:
Իշխանության սիմվոլն է, քանի որ երկրի քաղաքացիները ցերեկ թե գիշեր իրեն են «մտաբերում», իսկ նա դեռ երես ունի այլոց քննադատելու:
Իշխանության սիմվոլն է նաև այն իմաստով, որ անարգանք ցուցաբերեց դատարանի նկատմամբ հակադարձ հայցեր ներկայացնելով, բայց այդպես էլ դատարանի պահանջը չկատարելով:
Եվ եթե դեռ կա մեկը, ով կարծում է, թե Արսեն Թորոսյանը հիմա նստած մտածում է ինչպե՞ս մարսել իրադրությունը, ապա նա չի ճանաչում ներկայիս իշխանությանը և վերջինիս սիմվոլ նախարարին, քանզի նա համոզված է, որ իրենից լավ և իրենից ավել որևէ մեկը չէր կարող գործել այս իրավիճակում»:
