Բազմիցս Հայաստանի առողջապահության նախարարը, նաև առողջապահության և աշխատանքի պետական տեսչության ղեկավարը (մասնագիտությամբ շինարար), ինչքան հասկանալի է ասածից, նշել են, որ իրենց հնարավորությունները, կադրային ներուժը չեն ներում լրիվ ծավալով կորոնավիրուսային համաճարակի դեմ պայքարելու համար: Անգամ որոշ ընդդիմադիրներ առաջարկում են օգնություն խնդրել կոնկրետ Վրաստանից և այլ եվրոպական երկրներից, հրավիրել ռեանիմատոլոգներ, վարակաբաններ, նույնիսկ համաճարակաբաններ և այլն: 

Դա շատ լավ է, օգնությունը ոչ մեկին չի խանգարի: Բայց հարց է ծագում՝ արդյո՞ք հանրապետության ամբողջ մասնագիտական ներուժն է ուղղված համաճարակի դեմ պայքարին: Հարցը հռետորական է, բայց, օրինակ՝«Փաստի» հավաստի տեղեկություններով, հանրապետության մարզային համաճարակաբանների մոտ մեկ երրորդը (և ոչ միայն մարզային) …այս պահին մատնված է անգործության: 

Բանն այն է, որ դեռ 2017 թվականին ՀՀ առողջապահության նախարարության աշխատակազմի առողջապահական տեսչական մարմինը լուծարվել է, և ստեղծվել է առողջապահության և աշխատանքի պետական տեսչություն, որի արդյունքում բոլորն ազատվել են աշխատանքից, ապա որոշները ժամանակավոր ընդունվել աշխատանքի, մինչև համապատասխան քաղծառայության մրցույթների իրականացումը. ի վերջո, կրճատվել է անձնակազմի մոտ 40 տոկոսը, չնայած որոշ աշխատատեղեր նշված հիմնարկում ներկայումս էլ առկա են: 

Հետագայում սկսված «թավշյա հեղափոխության» և առաջացած քաոսի պայմաններում ամեն ինչ մնացել է նույն կերպ, չնայած, ըստ առկա բոլոր օրենքների, վաղուց պետք է մրցույթներ հայտարարված լինեին թափուր պաշտոնների համար, որով իսկ խախտվել է որոշակի մարդկանց աշխատելու սահմանադրական իրավունքը: 

Բայց ստաժավոր և հանրապետությունում ոչ վերջին համաճարակաբաններ հանդիսացող բժիշկները դեռ սպասում են մրցույթների հայտարարման: Մասնավորաբար ամբողջ Տավուշի մարզում առողջապահության և աշխատանքի պետական տեսչությունում չնայած առկա հինգ հաստիքին, աշխատող չկա, իսկ մարզում առկա նախկին առողջապահական տեսչական մարմնի հինգ բժիշկներ՝ համաճարակաբաններ և հիգիենիստներ (ճշմարտության համար նշենք, որ երկուսը արդեն թոշակառու, բայց պատրաստ աշխատելու) սպասում են իրենց «աստղային ժամին»՝ մրցույթների հայտարարմանը: 

Թվում էր, թե համաճարակը կստիպի դիմել մասնագետների օգնությանը, բայց, ավա՜ղ… փոխվարչապետին կից տեսչական մարմինների աշխատանքը համակարգող գրասենյակը դեռ մրցույթային թեստեր է կազմում՝ արդեն երկու տարի, և «չկա մեկը, որ գնահատի նրանց այդ տիտանական աշխատանքը»: 

Որպես արդյունք՝ այդ մասնագետները, արդեն երրորդ տարին մնալով անգործ, ստիպված այլ աշխատանք են իրականացնում, կամ էլ ուղղակի հեռանում են հայրենիքից, քանի որ այնպիսի եզակի մասնագիտություն, ինչպիսին համաճարակաբանն է, մինչև կորոնավիրուսային համաճարակի սկիզբն էլ պահանջված և բարձր վարձատրվող է եղել, օրինակ՝ Ռուսաստանում:
