Հայաստանում գյուղական ենթակառուցվածքների զարգացման և ֆինանսավորման վեցամյա ծրագիր կիրականացվի

Հայաստանի Հանրապետությունում «Ենթակառուցվածքների և գյուղական ֆինանսավորման աջակցություն» ծրագրի իրականացման նպատակն է բնակչության տնտեսական և սոցիալական կարգավիճակի բարելավումը , ստեղծելով եկամտի աճի և զբաղվածության կայուն հնարավորություններ: Ծրագիրն իրականացնելու է ՀՀ ԿԱ Գյուղական տարածքների տնտեսական զարգացման ծրագրերի իրականացման գրասենյակը, որտեղից տեղեկացրին, որ ծրագրի բաղադրիչներն են գյուղական ֆինանսավորումը, գյուղական ենթակառուցվածքների զարգացումը, ֆերմերների իրազեկումը և աջակցությունը, ծրագրի կառավարումը:
Գյուղական ֆինանսավորում բաղադրիչն իրականացվելու է ամբողջությամբ Գյուղատնտեսության զարգացման միջազգային հիմնադրամի ֆինանսավորմամբ։ ԳՖԿ-ի վերաֆինանսավորման գործառնությունների աջակցություն, և ՖՐԵԴԱ հիմնադրամի ներդրումային գործառնությունների աջակցություն ենթաբաղադրիչների շնորհիվ ծրագիրը կիրականացնի մի քանի գործառույթներ: ԳՖԿ վերաֆինանսավորման միջոցով մասնակից ֆինանսական հաստատություններին կտրամադրի ֆինանսական միջոցներ, որոնք վարկերի տեսքով կտրվեն գյուղական փոքր տնտեսություն վարողներին, ինչպես նաև փոքր և միջին ձեռնարկութ յուններին՝ իրենց գործունեության բարելավման և եկամուտների ավելացման նպատակով:
ՖՐԵԴԱ ներդրումների միջոցով՝ ներդրումների և փոխառությունների, ինչպես նաև տարբեր տեսակի կառավարման և տեխնիկական աջակցության տեսքով օժանդակություն կտրամադրի աղքատ գյուղական արտադրողների հետ ամուր կապեր ունեցող գյուղատնտեսական արժեշղթայի շրջանակներում գործող փոքր և միջին մասնավոր ընկերություններին:
Գյուղական ենթակառուցվածքներ բաղադրիչը իրականացվելու է ՆԱԵԿ ՄԶՀ-ի ֆինանսավորմամբ և ՀՀ կառավարության համաֆինանսավորմամբ։ Նպատակն է՝ բարելավել ջրամատակարարման և ոռոգման համակարգերը հանրապետության 7 մարզերի՝ Շիրակ, Լոռի, Տավուշ, Գեղարքունիք, Վայոց Ձոր, Սյունիք և Արագածոտն գյուղական համայնքներում, առաջնահերթություն տալով աղքատության ամենաբարձր ցուցանիշ ունեցող տարածքներին: Երկու ենթաբաղադրիչներն են Գյուղական համայնքների ջրամատակարարում: Նպատակը խմելու ջրի, ինչպես նաև անասունների ջրարբիացման և տնամերձ փոքր հողակտորների վրա հիմնա կան մշակաբույսերի աճեցման համար անհրաժեշտ ջրի կարիքների ապահովումը Փոքր և միջին ոռոգման բաշխման համակարգերի բարելավումը: Ծրագիրը կֆինանսավորի ոռոգման երրորդ կարգի ենթակառուցվածքների շինարարությունը կամ վերականգնումը` բարելավելու ջրի բաշխման արդյունավետությունը: Նպատակը` փոքր սեփականատերերի ոռոգվող հողամասերի արտադրողականության բարձրացումն է:
Ֆերմերների իրազեկման և աջակցության բաղադրիչն իրականացվելու է ամբողջությամբ ԳԶՄՀ-ի ֆինանսավորմամբ։ Այս բաղադրիչի շրջանակում ֆերմերներին կտրամադրվի ուսուցում, գործարար և ֆինանսական պլանավորման, գյուղատնտեսական առաջավոր փորձի և տեխնոլոգիաների ներդրման նպատակով։ Բացի դրանից, կտրամադրվեն փոքր դրամաշնորհներ կանանց՝ տնամերձ հողատարածքներում «դեմո» ծրագրեր իրականցնելու նպատակով, որոնք ուղղված կլինեն ընտանիքի սննդապահովածության և բազամազանության ապահովմանը։ Ծրագրի կառավարում բաղադրիչի նպատակն է աջակցել ծրագրի կառավարմանը Ö ‡ համակարգմանը: Ծրագրի տևողությունը 6 տարի է: Նախատեսվում է աշխատանքները սկսել 2016 թվականից:
