Քննիչ հանձնաժողովի անակնկալը
SOCIETY«Ապրիլյան ավանտյուրան ինչո՞ւ սկսվեց, ի՞նչ նպատակ ուներ, սկսվելուց առաջ մենք ինչքա՞ն էինք պատրաստ նման ավանտյուրաների որպես անվտանգության համակարգ, բուն պրոցեսը՝ ապրիլի 2-ից 5-ը եւ բանակցությունների բուն պրոցեսը, այդ շղթայի մեջ մենք ի՞նչ իրողությունների ենք առնչվել», հայտարարել էր ապրիլյան քառօրյա պատերազմի քննիչ հանձնաժողովի նախագահ Անդրանիկ Քոչարյանը, հանձնաժողովի աշխատանքի ժամկետի ավարտից հետո լրագրողների հետ ճեպազրույցում ներկայացնելով սպասվելիք եզրակացության մոտավոր կառուցվածքը:
Անդրանիկ Քոչարյանը զեկույցի կառուցվածքի իմաստով անում է մի կողմից անակնկալ, մյուս կողմից տրամաբանական եւ օրինաչափ հայտարարություն: Անակնկալն ամբողջացնում է նրա այն խոսքը նաեւ, որ ապրիլյանի օրերին դիրքերում սպառազինության, վառելիքի ու սննդի խնդիր բանակը չի ունեցել:
Եվ ուրեմն, ո՞րն է խնդիրը, որն արդեն չորս տարի այդքան բազմազան խոսակցությունների եւ ինտրիգների առարկա է:
Քննել ապրիլյան պատերազմ, նշանակում է քննել լայն շրջանակով, որը ներառել է ներքին ու արտաքին քաղաքական տիրույթներ: Եթե քննությունը չի ներառում դա, ապա չի կարող մոտենալ պատերազմի վերաբերյալ գնահատականի թեկուզ մոտավոր ճշգրտության:
Այդ լայն համատեքստը արձանագրելով է, որ հնարավոր է անել հայկական հաղթանակի մասին եզրակացություն, չնայած մարդկային եւ նաեւ որոշակի դիրքային կորուստներին:
Որովհետեւ ապրիլյան պատերազմը լայն իմաստով այլ բան չէր, քան ռեգիոնալ հայկական ստատուս-քվոն ռուս-թուրքական պայմանագրի ռեժիմ վերադարձնելու գործընթաց: Դրա իրագործման համար անխուսափելի էր լինելու հայկական կողմի խոշոր պարտությունը:
Հայկական զինուժը, Հայաստանի հանրությունը ապրիլին կանխել է դա եւ պահել հայկական ստատուս-քվոն, հայկական անվտանգության պաշտպանական նվազագույն բնագիծը:
Ըստ այդմ հարկ է հասկանալ, հնարավո՞ր էր կանխել այդ գործընթացը քաղաքական առումով, թույլ չտալով այնպիսի զարգացում, որը կբերեր պատերազմի, կյանքերի գնով կանխելու եւ պաշտպանելու անհրաժեշտության:
Հենց այդ հարցի պատասխանն ու իրավիճակի գնահատականը պետք է տա ապրիլյան հանձնաժողովի զեկույցը, ըստ այդմ պետք է տա Հայաստանի թե արտաքին քաղաքական որոշումների, թե ներքին քաղաքական սուբյեկտների վարքագծի վերլուծությունն ու գնահատականը, որովհետեւ Հայաստանի դիմադրունակությունը զրկելու գործընթացը ներառել է հենց այդ լայն դիապազոնը, օգտագործելով ընդդիմադիր որոշ միավորների:
Եվ դա առավել քան արդիական խնդիր է ներկայիս աշխարհաքաղաքական միջավայրում Հայաստանի քաղաքական դիմադրունակությունը բարձր պահելու, ըստ այդմ իրավիճակը պատերազմով փրկելու անհրաժեշտության առաջ չկանգնելու համար:
