Գույքահարկը տնտեսության զարգացման տեսակետից չի դիտարկվում նշանակալի գործոն. Ջանջուղազյան
ECONOMICSՀՀ ֆինանսների նախարար Ատոմ Ջանջուղազյանի խոսքով՝ գույքահարկի և տնտեսական աճի միջև կապը բավականին ցածր է:
«Արմենպրես»-ի հաղորդմամբ՝ Ջանջուղազյանն այս մասին ասաց ՀՀ ԱԺ մշտական հանձնաժողովներում «Հայաստանի Հանրապետության 2019 թ. պետական բյուջեի կատարման մասին» տարեկան հաշվետվության քննարկմանը՝ պատասխանելով «Իմ քայլը»-ի պատգամավոր Հովիկ Աղազարյանի հարցին:
Աղազարյանը նկատեց, որ գույքահարկի փոփոխությունների նախագծով առաջարկվում է հողատարածքների գույքահարկի տարեկան դրույքաչափը 1 տոկոսից դարձնել 0.25 տոկոս: «Որքանո՞վ է այդ մոտեցումը համահունչ այն տեսակետի հետ, որ հարկային քաղաքականությունը պետք է նպաստի տնտեսության զարգացացմանը»,-հետաքրքրվեց նա:
Նախարարն արձագանքեց. «Գույքահարկը ըստ էության տնտեսության զարգացման տեսակետից չի դիտարկվում նշանակալի գործոն: Գույքահարկի և տնտեսական աճի միջև կապը գրեթե զրոյական է, բավականին ցածր է: Ըստ էության, այդ հարկատեսակը չի կանխորոշում, թե ինչպիսին պետք է լինի տնտեսության զարգացումը»:
Անդրադառնալով հարցին թե պե՞տք է գնալ այն ճանապարհով, որ արտադրական նշանակության գույքի համար այլ մոտեցում կիրառվի, քան ոչ արտադրական նշանակության գույքի՝ Ջանջուղազյանն ասաց, որ քննարկել են այդ մոտեցումը մինչև նախաձեռնությունը շրջանառության մեջ դնելը: «Եվ եկել ենք այն եզրահանգման, որ դա նպատակահարմար չէ որպես գործիք կիրառել: Մենք ուզում ենք բարձր արտադրողական տնտեսություն ունենալ մեր երկրում, ինչը միշտ չէ, որ նշանակում է, թե ինչքան մեծ է տարածքը, այնքան արտադրողական է այն: Եկանք այն եզրակացության, որ գնանք հետևյալ մոտեցմամբ՝ գույքն է հարկման օբյեկտը, և էական չէ տնտեսավարումը լա՞վ է կազմակերպվում, թե՞ ոչ»,-ասաց Ջանջուղազյանն ու նկատեց՝ դա արդեն իր լուծումը կգտնի մյուս հարաբերություններում:
Նախարարը նաև հիշեցրեց, որ առաջարկված նախագիծը գյուղատնտեսական նշանակության հողերին չի վերաբերում:
