«Հրապարակ» թերթը գրում է. «Պաշտպանության նախարար Դավիթ Տոնոյանն իր «տեսլականն» է հրապարակել՝ «պաշտպանության ոլորտի եւ զինված ուժերի զարգացման առաջնահերթությունների վերաբերյալ»: Ասում է, որ 2018 թվականից հետո սա երկրորդ համանման փաստաթուղթն է: Երկրի անվտանգությունը եւ սահմանները պաշտպանելու համար ամենեւին էլ կարիք չկա երկու տարին մեկ այդ մասին բարձրաձայնել: Փաստացի պատերազմական իրավիճակը ենթադրում է ամենից առաջ խիստ գաղտնապահություն: Կարճ ասած, պաշտպանության եւ բանակաշինության ասպարեզներում ավելի շատ պետք է գործել, քան խոսել: Հիմա երեւի Ադրբեջանի ռազմական փորձագետները բառ առ բառ քննում են Տոնոյանի տեսլականը: Պաշտպանության նախարարը հազիվ թե չգիտի, որ իր ցանկացած միտք ոլորտի մասնագետներին որոշակի տեղեկատվություն է փոխանցում: Եվ եթե գնացել է սեփական պատկերացումները կիսելու ճանապարհով, ուրեմն բավականին ծանրակշիռ պատճառ է ունեցել: Վերջին իրադարձությունների կոնտեքստում եւ դատելով հրապարակված փաստաթղթի բովանդակությունից, դա մեկն է՝ վարչապետ Փաշինյանին հավաստիացնել, որ պաշտպանության նախարարությունը չի խառնվում ներքաղաքական գործընթացներին, եւ ինքը երաշխավորում է բանակի չեզոքությունը: Այլ կերպ ասած, դա տեսլական է քաղաքական դասավորությունների տեսլականի մասին, որտեղ Տոնոյանը պաշտպանության նախարարի պաշտոնում տեսնում է իրեն եւ հավատացնում է, որ ինքը հուսախաբ չի անի: Մնում է, որ Նիկոլ Փաշինյանը դրանում համոզվի: Դատելով նաեւ լուրերից, որ հաջորդ պաշտոնանկությունը կատարվելու է ՊՆ-ում, եւ նախարարն է լինելու հրաժեշտ տվողը, առավել ինտրիգային է դառնում այս 15 էջանոց փաստաթղթի հրապարակումը»:
