Հայ պատանդները Ռուսաստանում. Երեւանը հրաժարվու՞մ է ծուղակից
POLITICSՀայաստանի արտգործնախարար Զոհրաբ Մնացականյանը լրագրողների հարցերին ի պատասխան ասել է, որ մի շարք քրեական գործերով անցնող անձանց Ռուսաստանում գտնվելն ու նրանց չարտահանձնելը չի ազդում հայ-ռուսական հարաբերության վրա: Նրա խոսքով, դրանք իրավական հարթության հարցեր են:
Հայտարարությունը տարօրինակ է թվում, հաշվի առնելով այն, որ իրավական հարթության այդ հարցերը առնչվում են նաեւ քաղաքական նշանակության էական խնդիրների: Մյուս կողմից, սակայն, արտգործնախարարի հայտարարության տողատակում թերեւս այլ հանգամանք է, այսպես ասած լայն քաղաքական խնդրի ստորադասումը իրավիճակային քաղաքական խնդիրներին:
Մասնավորապես, հեղափոխությունից հետո Երեւանը Մոսկվայի հետ հարաբերության առումով դրել է ինքնիշխանության նշաձողը: Հայ-ռուսական հարաբերությունը ինքնիշխանության սկզբունքի վրա տեղափոխելը համակարգային առումով ենթադրելու է մի շարք հարցերի լուծում, կամ առնվազն լուծման պարարտ միջավայրի ձեւավորում, այդ թվում իրավա-քաղաքական հարցերի:
Միեւնույն ժամանակ, դրանցով անցնող տարբեր անձանց դե ֆակտո «առեւանգումը» ՌԴ համար քաղաքական խաղաքարտ է՝ Հայաստանին պարտադրել «բանակցություն» այդ անձանց արտահանձնելու շուրջ, որոնք անցնում են հանրային հնչեղության գործերով եւ գտնվում են հանրային պահանջի ներքո: Դրանց չվերադարձնելը որքան էլ դիտարկվում է ՌԴ անբարյացակամ կամ հակադաշնակցային քայլ, միեւնույն ժամանակ դիտարկվում է նաեւ Հայաստանի քաղաքական ղեկավարության թուլություն, սկսած մեկնելը կանխել չկարողանալուց, մինչեւ վերադարձնել չկարողանալը:
Նրանց քննությունից խուսափելու հարցում դիտարկվում է իրավապահների սաբոտաժը, պայմանավորված նախկին իշխանության հետ կապով: Խնդիրը թերեւս սաբոտաժի դաշտում չէ, այլ հենց իրավապահ բլոկի վրա ռուսական ազդեցության մեջ, ինչի շնորհիվ էլ որոշակի անձինք որոշակի պահին «լքում» են Հայաստանը եւ պատսպարվում, իսկ գործնականում պատանդառվում Ռուսաստանում:
Արտգործնախարարի հայտարարությունը, որ այդ անձանց չարտահանձնելու հանգամանքը չի խանգարում հայ-ռուսական հարաբերությանը, ենթադրում է, որ Երեւանը չի գնում նրանց արտահանձնման շուրջ «քաղաքական բանակցության», այլ կերպ ասած մերժում է քաղաքական պահանջների քննարկումը, որոնք Ռուսաստանի դեպքում որպես կանոն մշտապես առնչվում են Հայաստանի ինքնիշխանության խնդրին:
Այլ կերպ ասած, Երեւանը դիտարկում է ինքնիշխանության հենքի ամրացման լայն շրջանակը, որի հարցում հաջողության հասնելու դեպքում հնարավոր կլինի արդյունավետություն ակնկալել արդեն Ռուսաստանի հետ ավելի կոնկրետ, այդ թվում իրավա-քաղաքական հարցերի քննարկումներում:
