Համավարակի դեմ պայքարը ավերիչ հարված կհասցնի՞ ժողովրդավարությանը
POLITICSԱրտակարգ դրությունը ևս 1 ամսով՝ մինչև հուլիսի 13-ը, երկարացնելն ի՞նչ իմաստ ունի։ Արդյո՞ք հնարավոր է կառավարելի պահել իրավիճակը առկա օրենքներով։ Եվ ինչ կորուստներ կարող են պատճառել արտակարգ դրության երկարացումները։ Վարչապետը մի քանի անգամ ընդգծել է, որ կորոնավիրուսը դիտում են որպես հնարավորություն։ Ի՞նչ հնարավորության մասին է խոսքը։ Այս հարցը միանշանակ պատասխան չունի։ Ընդդիմախոսները նշում են, որ արտակարգ դրությունը պատրվակ է ընդդիմախոսությունը լռեցնելու համար։ Մեծամասնությունը պնդում է, որ արտակարգը հնարավորություն է տալիս արդյունավետ կազմակերպել համավարակի դեմ պայքարը։ Նկատենք, որ 1992-ին ընդունված «Հայաստանի Հանրապետության բնակչության սանիտարահամաճարակային անվտանգության ապահովման մասին» օրենքում որոշ փոփոխություներ կատարելու դեպքում կարելի էր ընդլայնել հիգիենիկ և հակահամաճարակային ծառայության լիազորություններն ու կարգավորել բնակչության սանիտարահամաճարակային անվտանգության և հակահամաճարակային մի շարք խնդիրներ, առանց արտակարգ դրություն հաստատելու։ Դրա փոխարեն փոփոխվեց արտակարգ դրության մասին օրենսդրությունը, իրավունք ստանալով անվերջ երկարաձգել այն։ Նկատենք նաև, որ համավարակի դեմ համեմատաբար արդյունավետ պայքարած երկրների մի մասը հանել է կամ մտադիր է հանել արտակարգ դրությունը։ Վարչապետի մեկ այլ դիտարկմամբ՝ եթե ճիշտ ռազմավարություն ունենանք, ապա աշնանը կամ ձմռանը կունենանք որոշակի իմունիտետային պարիսպ։ Այստեղից ենթադրելի՞ է, որ արտակարգը պարբերաբար կերկարաձգվի և կպահպանվի, քանի դեռ չի արձանագրվել կորոնավիրուսի համավարակի ավարտը պաշտոնապես։ Վերջին օրերին ակնարկվում է, որ պարետատան պահանջները ճշգրիտ կատարելու դեպքում, 7-14 օր անց էական փոփոխություն կլինի համավարակի դեմ պայքարի պատկերում և համավարակի թվերը կձգտեն զրոյի։ Միաժամանակ ընդգծվում է, որ նույնիսկ զրոյական դիրքում դիմակ կրելու և հեռավորություն պահելու պահանջները մնալու են։ Այստեղից ենթադրելի՞ է, որ արտակարգը կարող է երկարաձգվել այն պարզ հիմնավորմամբ, թե այլ կերպ հնարավոր չի ստիպել մարդկանց, որ կրեն դիմակ։ Մյուս կողմից հարկ է նկատել, որ Սահմանադրությամբ երաշխավորված քաղաքական և քաղաքացիական ազատությունների անորոշ ժամանակով սառեցված պահելը սպառնում է արատավոր ավանդույթի վերածվել։ Արդյո՞ք համավարակի դեմ պայքարը անվերականգնելի հարված կհասցնի ժողովրդավարությանը, և արտակարգ դրությունը քաղաքակրթական առումով կորուստներ կպատճառի Հայաստանին։ Այս անցանկալի ընթացքը բացառելու համար պետք է թույլ տալ քաղաքացիներին, քաղաքական համայնքին, հակահամավարակային կանոները պահպանելով, գործել։
