Արցախի «Արդարություն» կուսակցությունը կոչ է անում ստեղծել մասնագիտական խումբ հակահամաճարակային միջոցառումները իրականացնելու համար:

Օրերս բաց նամակով դիմել էինք Արցախի Հանրապետության նախագին և կոչ արել, որ անհապաղ երկրում ստեղծի օրինականության մթնոլորտ,արտակարգ իրավիճակ հայտարարելու մասին հրամանագիրը համապատասխանեցնի Արցախի Հանրապետության Սահմանադրությանը և վերադառնա օրինական դաշտ: Սակայն ինչպես ընդունված է Արցախի քաղաքական իշխանությունների մոտ՝ ոչ մի արձագանք: Փոխարենը երեկ տեղեկացանք, որ Արցախում արտակարգ իրավիճակը երկարաձգվել է ևս մեկ ամսով: Ինչպես գիտենք ԱՀ նախագահը իր հրամանագիրը կայացրել է ղեկավարվելով ԱՀ Սահմանադրության 93-րդ հոդվածի 20-րդ կետով, 133-րդ հոդվածի 1-ին մասով և «Արտակարգ իրավիճակներում բնակչության պաշտպանության մասին» օրենքի 1-ին և 5-րդ հոդվածներով: Սակայն պարզվում է իշխանությունները «Արտակարգ իրավիճակներում բնակչության պաշտպանության մասին» օրենքի դրույթները կիրառում են ընտրողաբար՝
1. Մինչ այսօր հանրությանը տեղեկացված չէ արտակարգ իրավիճակների հետևանքով ողջ բնակչությանը պատճառված վնասի գնահատման չափին և փոխհատուցման կարգին: Կառավարության կայք էջից ծանոթանում ենք կորոնավիրուսի սոցիալական հետևանքների չեզոքացման ծրագրերին, որտեղ տարօրինակ կերպով նշված է, որ շահառու կարող են հանդիսանալ անձիք, որոնք մարտի 1-ից մինչև մարտի 31-ն ընկած ժամանակահատվածում են կրել վնաս՝ մի ժամանակահատված, որում դեռևս հայտարարված չէր արտակարգ իրավիճակ:
2. Կազմակերպված չէ ողջ բնակչության անհատական պաշտպանության միջոցներով ապահովման կազմակերպումն ու իրականացումը: Ընդ որում դեռևս շատ վիճելի և իրարամերժ տեղեկություններ կան դիմակներ կրելու վերաբերյալ այն պարագայում, երբ օրենքը սահմանում է, որ անհրաժեշտ է միայն ստուգված և տեխնիկական անվտանգությունն ապահովող, փորձարկված միջոցառումների իրականացում:
Արցախի «Արդարություն» կուսակցությունը փաստում է, որ հանրապետությունում համավարակի դեմ իրականացվող միջոցառումները կրում են ոչ պատշաճ, հաճախ նույնիսկ ձևական բնույթ և կոչ է անում իշխանություններին ստեղծել մասնագիտական խումբ հետագա հակահամաճարակային միջոցառումները նախանշելու և իրականացնելու համար:
