Ռուսաստանն ու Թուրքիան վերադառնում են արմատին. մնաց Հայաստանի դիմադրությունը
POLITICSՌուս-թուրքական ռազմավարական գործակցության ռեսուրսը սպառվում է, արձանագրում է ռուսաստանցի բազմափորձ եւ հմուտ քաղաքագետ Ստանիսլավ Տարասովը, անդրադառնալով Պուտին-Էրդողան հեռախոսազրույցին: Այն տեղի է ունեցել օրերս, որի ընթացքում քննարկվել են հարաբերության խնդիրները, բնականաբար Լիբիական եւ Սիրիական հարցերի առանցքով:
Հատկանշական է, որ պայմանավորվածություն էր ձեռք բերվել Թուրքիայում բանակցություն անցկացնել արտաքին գործերի եւ պաշտպանության նախարարների մակարդակով, եւ հունիսի 14-ին պետք է Լավրովն ու Շոյգուն մեկնեին Թուրքիա, սակայն հանկարծ հայտնի դարձավ, որ այցը չեղարկվել է: Պատճառը չի նշվում, իսկ տեղեկությունը վկայում է, որ Անկարան ու Մոսկվան իսկապես եկել են մի կետի, որտեղ խնդիրներն ավելի ու ավելի են զգացնել տալիս, թույլ չտալով գալ երկարատեւ պայմանավորվածության: Հատկանշական է, որ 2020 թվականի առաջին կեսին եղել է երկու ուղիղ ռազմական դիմակայություն՝ Սիրիայի Իդլիբում եւ Լիբիայում:
Այդ իրողություններն են նաեւ Ստանիսլավ Տարասովին թույլ տալիս խոսել այն մասին, որ ռազմավարական գործակցության ռեսուրսը սպառվում է, եւ կողմերը մերձավորարեւելյան կամ հյուսիսաֆրիկյան ռեգիոններում մեծ հաշվով հասել են այն ռազմավարական նպատակադրումներին, որ կարող էր լինել ռուս-թուրքական ալյանսի հիմքում:
Լրագիրը դեռեւս 2020-ի հունվարին՝ իրանցի գեներալ Ղասեմ Սոլեյմանիի սպանությունից հետո է կանխատեսել՝ տողերիս հեղինակի մի շարք հրապարակումներում, որ ռեգիոնում «երկրաշարժ» առաջ բերած այդ իրողությունը լուրջ խնդիրներ է խթանելու Իրանի հետ Աստանայի եռակողմ ձեւաչափ կազմած Ռուսաստանի եւ Թուրքիայի միջեւ:
Կորոնավիրուսի համավարակն ու դրանով ձեւավորվող համաշխարհային նոր իրողությունները միայն խթանում են ռուս-թուրքական ռազմավարական անհամաձայնությունը:
Այդ հանգամանքը Հայաստանի համար ընդհանուր առմամբ բարեխառն ռեժիմ է, սակայն պահանջում է մեծ աչալրջություն, նաեւ քաղաքական մի շարք որոշումներ եւ գործողություններ: Բանն այն է, որ ռազմավարական ալյանսի մոտիվացիոն նոր հիմքի կամ ռեսուրսի փնտրտուքը Թուրքիային ու Ռուսաստանին առաջիններից մեկը բերելու է Կովկաս, մասնավորապես Հայաստան՝ հայկական հարց, որի վրա կնքված են ռուս-թուրքական դարավոր պայմանագրերը:
Դրանք թերեւս ալյանսի վերջին, եւ մեծ հաշվով ամենաամուր թելն են: Դա կտրվելը ենթադրելու է ռուս-թուրքական հարաբերության մեծ փլուզում, դոմինոյի աշխարհքաղաքական էֆեկտով: Անկարան ու Մոսկվան թերեւս ամեն կերպ փորձելու են կանխել այդպիսի զարգացումը, ինչը նշանակում է, որ ռազմավարական համաձայնության ռեսուրսի սպառումը նրանց վերադարձնելու է «արմատներ», այսինքն՝ ամաձայնություն հայերի հաշվին:
Երեւանը պետք է պատրաստ լինի դրանից բխող մարտահրավերներին դիմակայելու, այդպիսի համաձայնություն թույլ չտալու համար: Այդտեղ առանցքային է հայ-ռուսական հարաբերության տիրույթում Հայաստանի ինքնիշխանության ու դիմադրունակության ռեսուրսը: Դրա միջոցով է հնարավոր Մոսկվային հետ պահել հայերի հաշվին թուրքերի հետ որեւէ նոր համաձայնությունից:
