ՍԴ երեք անդամ կհավաքի ճամպրուկները․ ովքեր են նրանք․ «Ժողովուրդ»
POLITICS«Ժողովուրդ» օրաթերթը գրում է․ «ԱԺ «Իմ քայլը» խմբակցության ավելի քան 5 տասնյակ պատգամավորներ երեկ շրջանառության մեջ են դրել ՀՀ Սահմանադրության փոփոխությունների նախագիծ: «Ժողովուրդ» օրաթերթը գրել էր, որ առաջիկայում՝ կարճ ժամանակում, իշխանությունները նպատակ ունեն նաեւ խորհրդարանում լուծել Սահմանադրական դատարանի հարցը: Եվ, ահա, նախագիծը պատրաստ է, որով կդադարեն այն ՍԴ անդամների լիազորությունները, որոնք պաշտոնավարել են 12 տարուց ավելի, եւ նրանց փոխարեն նշանակվեն ՍԴ նոր անդամներ: Այդ մեթոդի իրագործման պարագայում Սահմանադրական դատարանից կհեռանան ՍԴ 3 անդամներ՝ Ալվինա Գյուլումյանը, Ֆելիքս Թոխյանը եւ Հրանտ Նազարյանը, իսկ ՍԴ ներկայիս նախագահ Հրայր Թովմասյանը կշարունակի պաշտոնավարել՝ արդեն որպես ՍԴ անդամ: Եվ նման սցենարի պարագայում ՍԴ գործող կազմում կմնա 6 անձ՝ Աշոտ Խաչատրյանը (նշանակվել է 2010-ին եւ դեռ 2 տարի ունի), Արեւիկ Պետրոսյանը (նույնպես 2010-ին է նշանակվել եւ 2 տարի ունի պաշտոնավարելու), Հրայր Թովմասյանը (պաշտոնավարում է 2018-ից), Արայիկ Թունյանը (նշանակվել է 2014-ին եւ դեռ 6 տարի ունի պաշտոնավարելու), Արման Դիլանյանը (պաշտոնավարում է 2018 թ. սեպտեմբերի 13-ից), Վահե Գրիգորյանը (2019 թ. հունիսի 18-ից): 1997 թվականից Սահմանադրական դատարանի անդամ հանդիսացող Ֆելիքս Թոխյանը երեկ «Ժողովուրդ» օրաթերթի հետ զրույցում հայտնեց, թե վատառողջ է, դեռեւս չի հասցրել ծանոթանալ իմքայլականների կողմից ներկայացված նախագծին:
«Վատառողջ եմ, աչքերիս հետ է կապված: Չեմ ծանոթացել նախագծին, մեկ շաբաթից խոսենք, ծանոթանամ՝ նոր», – նշեց նա: Ալվինա Գյուլումյանը, չնայած ընդմիջումներով է ՍԴ անդամ եղել, (1996-2003թթ է եղել, ապա նշանակվել 2014 թվականին) սակայն ընդհանուր առմամբ 13 տարի է պաշտոնավորում, եւ այս փոփոխությունը տարածվում է նաեւ նրա վրա: «Ժողովուրդ» օրաթերթի հետ զրույցում ՍԴ դատավորը նշեց, թե նախագծի մասին իմացել է լրատվամիջոցներից. «Նախագիծը չեմ կարդացել, չեմ ցանկանա մեկնաբանել: Թեմային կանդրադառնանք ավելի ուշ»: Այլ մեկնաբանություն այս պահին Գյուլումյանը չցանկացավ տալ, իսկ Նազարյանի հետ կապ հաստատել չհաջողվեց: Նկատենք, որ մասնագետները բարձրաձայնում են նախագծում առկա մի շարք խնդիրների մասին, մասնավորապես, որ այն չի կարող հետադարձ ուժ ունենալ եւ պետք է վերաբերի միայն օրենքի ընդունումից հետո ՍԴ դատավոր դարձածներին: Սակայն «Ժողովուրդ» օրաթերթը նաեւ տեղեկացավ, որ Վենետիկի հանձնաժողովն ընդունելի է համարել իշխանությունների՝ ՍԴ նոր մոդելը: Այս մասին երեկ ասվել է իշխանության ներկայացուցիչներին, եւ հենց դա է պատճառը, որ նախագիծը հրապարակվեց խորհրդարանի կայքում: Այն պատրաստ էր վաղուց, պարզապես սպասում էին Վենետիկի հանձնաժողովի պատասխանին»:
