Սերժ Սարգսյանի արագ, բայց կիսատ պատասխանը
POLITICSՍերժ Սարգսյանը բավականին արագ եւ օպերատիվ արձագանքել էր Արցախի նախագահ Արայիկ Հարությունյանի այն աղմկոտ հայտարարությանը, թե 2016 թվականին Արցախի օդն անպաշտպան էր: Սարգսյանը հայտնել է, թե այդ դեպքում ինչպես են խոցվել մոտ 20 անօդաչու թռչող սարքեր ու երկու ուղղաթիռ: Միաժամանակ, նա նշել է, թե չափազանց պատասխանատու եւ դժվարին գործ է պատերազմի ընթացքից բանակ կերտելը, եւ հորդորել է բանակի, սպառազինության հարցը չդարձնել քաղաքական գործընթացների խաղարկման կամ շահարկման առարկա:
Սերժ Սարգսյանը գործնականում իրավացի է: Իհարկե, ուղղաթիռների խոցումը հազիվ թե հնարավոր է դիտարկել ՀՕՊ համակարգի ձեռքբերում, առավել եւս, որ դրանից մեկը խոցվել էր ուղղակի ձեռքի նռնականետով: Բայց ապրիլյան քառօրյա պատերազմի եւ ընդհանրապես սպառազինության թեման պետք է դադարել օգտագործել քաղաքական նկատառումով: Ամբողջ հարցն այն է, որ Սերժ Սարգսյանը նույնը չի հորդորում իր յուրայիններին, նույնքան օպերատիվ դուրս չի գալիս շահարկումների դեմ հակազդելու, երբ մեղադրանքի թիրախում ոչ թե իր, այլ նոր իշխանությունն է:
Մինչդեռ, Սարգսյանի խոսքն ու հորդորը հենց այդ պարագայում ձեռք կբերեր անգնահատելի կշիռ, արժեք, երբ նա սկսեր սաստել հենց այն փորձերը, որոնք քաղաքական առումով թիրախավորում են նոր իշխանությանը:
Այդ իմաստով, հայկական բանակն իսկապես պետք է զերծ պահել ներքաղաքական խաղարկումներից, թե զինծառայողներին, հրամանատարներին, թե բանակին առնչվող, առավել եւս պետական անվտանգության նուրբ հարցեր պարունակող թեմաները:
Կարո՞ղ է հայաստանյան այսպես ասած ներքաղաքական դասը գալ այդ հարցի շուրջ համաձայնության:
Սերժ Սարգսյանը վերահաստատել է արտակարգ դրության ավարտից հետո մեծ ասուլիսի եւ ապրիլյան քառօրյա պատերազմի մասին բոլոր հարցերին պատասխանելու մտադրությունը:
Ապրիլյան քառօրյա պատերազմի հարցերը առավելապես քաղաքական են, եթե անգամ դրանք առնչվում են սպառազինության խնդիրներին: Եվ այդ իմաստով հետաքրքիր է, օրինակ, որ քառօրյա պատերազմի հանգամանքներն ուսումնասիրող հանձնաժողովը չհրավիրեց նախկին վարչապետ Հովիկ Աբրահամյանին, որպեսզի նրան հարցներ, թե ինչու էր Աբրահամյանը քառօրյայից մեկ-երկու օր անց Հայաստան ժամանած ՌԴ վարչապետ Մեդվեդեւին խնդրել չուշացնել Հայաստանի 200 միլիոն դոլար վարկով սպառազինությունը:
Սպառազինություն, որ Հայաստանում պետք է լիներ դեռ ապրիլյան պատերազմից առաջ, բայց չէր մատակարարվել: Թե՞ դրա վերաբերյալ տեղեկությունը հանձնաժողովը պարզել է առանց Հովիկ Աբրահամյանի էլ:
Գլխավոր խնդիրն անշուշտ այն է, թե ինչպիսի ռեգիոնալ ազդեցության քաղաքական մեխանիզմ է գործարկվել Հայաստանի դեմ տարիների կտրվածքով, օգտագործելով ներքաղաքական կյանքի սուբյեկտներին, նրանց մոտիվացիաները, եւ իհարկե նրանց մարդկային բնույթը, արժեհամակարգն ու մտածողությունը:
Ներկայում դա շատ կարեւոր է, քանի որ Հայաստանը այժմ գործնականում համանման մարտահրավերի առաջ է:
