«Մեկ Հայաստան» կուսակցության հայտարարությունը
VIDEO«Մեկ Հայաստան» կուսակցությունը հայտարարում է.
ՀՀ Ազգային ժողովի հունիսի 22-ի նիստում, իշխող «Իմ քայլը» խմբակցությունը՝ վարչապետ Նիկոլ Փաշինյանի առերևույթ քաղաքական ցուցումով և ղեկավարությամբ, կատարել է ՀՀ քր. օրենսգրքի 300 հոդվածով նախատեսված արարք՝ տիրացել է ՀՀ Սահմանադրական դատարանի ՀՀ Սահմանադրության մեջ փոփոխություն կատարելու մասով եզրակացություն ներկայացնելու սահմանադրական լիազորությանը։
Այս գործողությունը կատարվել է Հայաստանի ընդդիմության, իրավական մասնագիտական հանրույթի, Վենետիկի հանձնաժողովի և ԵԽ գլխավոր քարտուղարի զգուշացումների և հորդորների բացահայտ արհամարհանքով, ինչը ծանր հարված էր Հայաստանի միջազգային հեղինակությանն ու վարկանիշին, ինչպես նաև Հայաստանի իրավակարգի հիմքերին։
«Մեկ Հայաստան» կուսակցության քաղաքական խորհուրդը խստորեն դատապարտում է Նիկոլ Փաշինյանի և իր կողմից ղեկավարվող ՀՀ ԱԺ «Իմ քայլը» դաշինքի ապօրինի և հակասահմանադրական գործունեությունները` ուղղված ՀՀ պետական և սահմանադրական կարգի դեմ։
Առանձնակի տարակուսանք է առաջացնում խորհրդարանական ընդդիմության որոշումը բոյկոտել ԱԺ նիստը՝ տալով հնարավորություն իշխանությանն առանց որևէ դիմադրության տիրանալ ՀՀ Սահմանադրական դատարանի լիազորություններին՝ ըստ հավուր պատշաճի չներկայացելով նաև իրենց ընդդիմադիր ընտրողների քաղաքական շահերն ու պահանջները։
Մեր համոզմամբ, խորհրդարանական ընդդիմությունը պետք է մասնակցեր այդ նիստին և հասանելի բոլոր միջոցներով սկզբունքային հետևողականությամբ արգելափակեր այդ նախագծի ընդունումը։
«Մեկ Հայաստան» կուսակցությունը ողջունում է ԲՀԿ որոշումը՝ օգտվել ՀՀ Սահմանադրությամբ ընդդիմությանը վերապահված ՍԴ դիմելու լիազորությունից։ Հարկ է արձանագրել, որ ԱԺ «Լուսավոր Հայաստան» խմբակցությունը, գերարժևորելով իր սեփական նեղ քաղաքական շահը ստորադասելով ՀՀ պետական շահը, նպաստեց ՀՀ քրեական օրենսգրքի 300 հոդվածով նախատեսված հանցակազմն ավարտին հասցնելու իշխանության «առաքելությանը»։ Իր այս քայլով «Լուսավոր Հայաստան» կուսակցությունը, մեր գնահատմամբ, դադարեց լինել խորհրդարանական ընդդիմություն և ստացավ Նիկոլ Փաշինյանի կոալիցիոն գործընկերոջ կարգավիճակ և իր կողմից կատարված հանցագործությունների համար համապարտ պատասխանատվություն։
Առանձնակի մտահոգիչ էր ՀՀ նախագահ Արմեն Սարգսյանի որդեգրած դիրքորոշումը։ «Մեկ Հայաստան» կուսակցության քաղաքական խորհուրդն արձանագրում է, որ Նախագահ Արմեն Սարգսյանը, ստորագրելով «ՀՀ ԱԺ կանոնակարգ» սահմանադրական օրենքում իշխանության կատարած հակասահմանադրական փոփոխությունը, փաստացի դադարեցրեց ՀՀ նախագահի ՀՀ Սահմանադրությամբ նախատեսված ՀՀ Սահմանադրությանը պահպանման լիազորությունը՝ անվերականգնելի վնաս հասցնելով ՀՀ Նախագահի ինստիտուտի հեղինակությանը։
Ամփոփելով վերը նշվածը, «Մեկ Հայաստան» կուսակցությունը տեղի ունեցածը որակում է որպես սահմանադրական հեղաշրջում։
