Կառավարությունը գիտակցում է լոքդաունի անհրաժեշտությունը, բայց իր կողմից իրականացնելու փոխարեն՝ բնակչությանն է կոչ անում․ Աղասի Ենոքյան
BLOG«Այսօր կառավարությունը՝ ի դեմս առողջապահության նախարարի, կոչ է արել գնալ գիտակցված լոքդաունի պարտադրվածի փոխարեն։ Այսինքն, կառավարությունը գիտակցում է լոքդաունի անհրաժեշտությունը, բայց այն իր կողմից իրականացնելու փոխարեն բնակչությանն է կոչ անում գիտակցել այն եւ ինքնուրույն գնալ լոքդաունի։
Կարելի է նշել առնվազն 3 տարբերություն պարտադրված եւ գիտակցված լոքդաունների միջեւ․
1․ Պարտադրված լոքդաունի դեպքում կառավարությունը չի կարողանա դիմակներ բաժանել եւ բացատրել, թե ինչու է պարգեւավճարներ ստանում,մինչդեռ գիտակցվածի դեպքում կարող է «ոչ գիտակիցներին» փողոցում հորդորել։
2․ Պարտադրված լոքդաունի դեպքում կառավարությունը պարտավոր է ինչ-ինչ գործողություններ անել, մինչդեռ գիտակցվածի դեպքում կարող է սահմանափակվել կոչեր անելով եւ դիմակ բաժանելով։
3․ Պարտադրված լոքդաունի դեպքում կառավարությունը պետք է որեւէ կերպ հոգա փոքր եւ միջին բիզնեսների հարցերը, որպեսզի նրանք չփակվեն, իսկ աշխատողներն էլ սովամահ չլինեն։ Մինչդեռ գիտակցված լոքդաունի դեպքում նման պարտավորություն կառավարությունը չի զգում, եթե նույնիսկ բնակչությունը ենթարկվի իր կոչերին եւ չգնա սրճարաններ ու վարսավիրանոցներ,կառավարությունը կասի․ «Ես ի՞նչ անեմ, ձեզ բացել եմ, աշխատելու հնարավորություն եմ տվել, ի՞նչ անեմ, որ ժողովուրդը չի գալիս, չի օգտվում ձեր ծառայություններից ու դուք փող չեք աշխատում։ Իմ հարկերը վճարեք»,-այս մասին ֆեյսբուքյան իր էջում գրել է քաղաքագետ Աղասի Ենոքյանը։
