Ի՞նչ նպատակ են հետապնդում արտակարգ դրության ռեժիմով պայմանավորված փոփոխությունները
POLITICSԻշխանություններն այս օրերին օրենսդրական փոփոխություններ են նախաձեռնում, որոնք նպատակ ունեն արտակարգ դրության պայմաններում տարբեր համակարգերի կենտրոնացված կառավարում ապահովել:
Ներկայումս նման նախաձեռնություն են հանդես բերել առողջապահության և կրթության ոլորտների վերաբերյալ, մի դեպքում՝ նշված ժամանակահատվածում ՀՀ բոլոր բժշկական կենտրոնների կառավարումը առողջապահության նախարարությանը փոխանցելու լիազորություն տալով կառավարությանը՝ անկախ բուժահաստատությունների ենթակայության և սեփականության ձևից, մյուս դեպքում՝ հնարավորություն ընձեռելով կառավարությանը՝ ստեղծված պայմաններում փոփոխություններ և լրացումներ կատարել բարձրագույն ուսումնական հաստատությունների տվյալ տարվա մասնագիտությունների և ընդունելության քննությունների ցանկում, հաստատել նաև նոր ցանկ:
«Ես հիմա այլ նպատակ եմ տեսնում. ասել՝ «ես ունեի ինչ-որ մտքեր, որոնք չկարողացա իրականացնել, որովհետև որոշ ղեկավարներ ինձ խանգարեցին, հիմա օրենքը կունենամ, իրենց կփոխեմ ու ամեն ինչ լավ կլինի»: Այս առումով հիշենք, որ մինչ այս կանխարգելման ձախողման համար մեղավոր նշանակվեց ժողովուրդը:
Ինչևէ, վերոնշյալի առումով ես ուզում եմ շեշտել, որ չկա այնպիսի գլխավոր բժիշկ կամ բուժհաստատության տնօրեն, որը պատրաստակամ չէ պայքարելու կորոնավիրուսի համաճարակի դեմ:
Հետևաբար, մարդկանց փոխելու ցանկության մեջ ես ավելի շատ կորոնավիրուսի դեմ պայքարի ֆինանսական հոսքերը վերահսկելու շարժառիթ եմ տեսնում»,-առողջապահության համակարգի առումով «Փաստի» հետ զրույցում ասաց բժիշկ-համաճարակաբան Էդուարդ Հովհաննիսյանը:
Ի դեպ, «Փաստ» թերթի տեղեկություններով, համանման փոփոխություններ իշխանությունները նախատեսում են նաև այլ ոլորտներում: Այս հանգամանքից ելնելով՝ որոշ փորձագետներ կարծիք են հայտնում, որ իշխանություններն իսկապես նախատեսում են դեռ երկար ժամանակ երկարաձգել արտակարգ դրության ռեժիմը:
