Արմեն Սարգսյանի տարբերակը կքննարկեն
POLITICS«Ժողովուրդ» օրաթերթը գրում է․ ««Ժողովուրդ» օրաթերթի տեղեկություններով՝ սահմանադրական բարեփոխումների հայեցակարգը հանրային քննարկման կդրվի սեպտեմբերին: Ինչպես հայտնի է, վարչապետի որոշմամբ սահմանադրական բարեփոխումների մասնագիտական հանձնաժողովը պետք է փոփոխությունների հայեցակարգի նախագծի նախնական տարբերակը ներկայացնի դեկտեմբերին, իսկ մինչ այդ էլ պետք է հանրային քննարկում տեղի ունենա: Եվ, ահա, մեր տեղեկություններով՝ այս օրերին նաեւ քննարկումներ են ընթանում, թե ինչպես պետք է կազմակերպվի հանրային քննարկումը՝ հաշվի առնելով կորոնավիրուսով պայմանավորված արտակարգ դրությունը: Մենք տեղեկացանք՝ այս պահին երկու տարբերակ է քննարկվում՝ կա՛մ հանրային քննարկումը կազմակերպել մի քանի փուլով տեսակապի միջոցով, կա՛մ բաց տարածության մեջ, որը մեծ կլինի, եւ հնարավոր կլինի պահպանել սոցիալական հեռավորությունը: Իսկ մինչ վերջնական որոշումը «Ժողովուրդ» օրաթերթը տեղեկացավ, որ մասնագիտական հանձնաժողովի անդամները շարունակում են ինտենսիվորեն աշխատել սահմանադրական փոփոխությունների նախագծի շուրջ: Ընդ որում, այս հանձնաժողովի անդամները եւս հեռավար են նիստեր անցկացնում: Նկատենք՝ սահմանադրական փոփոխությունների վերաբերյալ հանրային քննարկում անցկացնելու կարեւորության մասին հենց մասնագիտական հանձնաժողովի անդամների հետ հուլիսի 7-ին տեղի ունեցած հանդիպման ժամանակ խոսել էր ՀՀ նախագահ Արմեն Սարգսյանը:
«Սահմանադրական փոփոխությունների վերաբերյալ հանրային քննարկումը պետք է սկսվի, որքան հնարավոր է, շուտ, նույնիսկ մինչեւ այդ փաստաթուղթն իրավաբանական լեզվով ձեւակերպված լինի», – նշել էր Արմեն Սարգսյանը: Ավելին, վերջինս խոսել էր նաեւ Սահմանադրական դատարանի մասին եւ անդամներ ընտրել-նշանակելու շուրջ իր կարծիքն արտահայտել: «Եվ եթե ինձ հարցնելու լինեք, լուծման ճանապարհը շատ պարզ է՝ հանրապետության նախագահը իրեն հասանելիք երեք Սահմանադրական դատարանի անդամին պետք է նշանակի, եւ ապագայում Բարձրագույն դատական խորհուրդը՝ երեք հոգու էլ իրենք պիտի նշանակեն, երեք հոգու էլ՝ Ազգային ժողովը, երեք հոգի էլ՝ Կառավարությունը», – նշել էր Արմեն Սարգսյանը: Եվ, ահա, մեր տեղեկություններով՝ չի բացառվում, որ Սարգսյանի արտահայտած կարծիքը եւս առաջիկայում քննարկման առարկա դառնա հանձնաժողովում, չնայած մենք տեղեկացանք, որ այս հարցում ոչ միանշանակ մոտեցում է առկա, եւ ոչ բոլորն են կողմ այս տարբերակին»:
