«Ժողովուրդ». Ծախսել են, բայց չգիտեն՝ որքան. ինչու է առողջապահության նախարարությունը թաքցնում տվյալները
POLITICS«Ժողովուրդ» թերթը գրում է․ «Դեռեւս 2020 թվականի հունիսի 11-ին «Ժողովուրդ» օրաթերթը մի քանի հարց էր ուղարկել ՀՀ առողջապահության նախարարություն, եւ երեկ՝ հարցումից 30 օր անց, ստանում ենք հարցման պատասխանը, սակայն առանց էական պատասխանների:
Նախ նշենք՝ ՀՀ առողջապահության նախարարությունից փորձել էինք պարզել, թե մինչեւ օրս որքան հավելավճար, պարգեւավճար են ստացել կորոնավիրուսի դեմ պայքարի գործընթացին միացած բուժաշխատողները (բժիշկներ, բուժքույրներ, վարորդներ բուժակներ), եւ որքան գումար են ստացել հյուրանոցների պատասխանատուները, որոնք սպասարկել են եւ հետևել մեկուսացման մեջ գտնվող քաղաքացիներին կարանտինի ժամանակ:
Հետաքրքրվել էինք նաեւ, թե որքան գումար է հատկացվել 1 անձի համար՝ բուժում սնունդ, գիշերակաց եւ այլն: Եվ, ահա, այս հարցումից 30 օր անց Առողջապահության նախարարությունն այդպես էլ չի կարողացել հստակ պատասխանել այս հարցադրումներին եւ թվեր ներկայացնել: Այս հարցերին ի պատասխան՝ Առողջապահության նախարարությունից միայն երկու թիվ են նշել. նախ նրանք նշել են, որ կորոնավիրուսային վարակի կանխարգելման եւ հաղթահարման ապահովման նպատակով պարգեւատրման ֆոնդերը հունիսի 1-ի դրությամբ կազմել են 687 մլն 518 հազար դրամ, իսկ մեկուսացման գործընթացի կազմակերպիչների ամսական վարձատրությունը կազմել է 150-ից 300 հազար դրամ: Մյուս հարցերի վերաբերյալ նախարարությունը թվեր չի նշել.
«Ինչ վերաբերում է կորոնավիրուսով վարակված մեկ քաղաքացու վրա կատարվող միջին ծախսերի հաշվարկին, տեղեկացնում եմ, որ ՀՀ առողջապահության նախարարությունը հատուցում է բուժկենտրոնների ամբողջական պահպանման ծախսերը՝ աշխատավարձ, կոմունալ եւ էներգետիկ ծախսեր, դեղորայք, անհրաժեշտ պարագաներ եւ ընթացիկ ծախսեր: Հաշվի առնելով վերապրոֆիլացված բուժկենտրոնների տարբեր մահճակալային ֆոնդերը, առկա ռեսուրսները, տարբեր ժամանակահատվածներում վերապրոֆիլացված լինելը, ինչպես նաեւ ընդունված պացիենտների ուղեկցող հիվանդությունները իրատեսական չեն դարձնում մեկ պացիենտի վրա միջին ծախսի գոյացումը»,-ասված է պատըասխանում:
Եվ որքան էլ նախարարությունը փորձում է բացատրել եւ այլ կերպ ներկայացնել թվերի բացակայության պատճառները, սակայն փաստ է մեկ բան՝ մեր հարցմանն ի պատասխան՝ թիվ չեն ներկայացրել, քանի որ չունեն, այսինքն՝ հայտնի չէ՝ որքան գումար է ծախսվել, եւ որքան էլ պատճառաբանություններ լինեն, սա ոչ պրոֆեսիոնալ կառավարման դասական օրինակ է, ծախսում են ու չեն կարողանում այն հաշվարկել նույնիսկ 30 օրվա ընթացքում»:
