Փաշինյանն արձանագրել է հայ ժողովրդի աշխարհաքաղաքական կամքը
POLITICSՀայաստանի անվտանգության խորհուրդը ընդունել է ազգային անվտանգության նոր ռազմավարությունը, որի վերաբերյալ ուղերձում վարչապետ Նիկոլ Փաշինյանը նշել է կարեւոր մի նրբության մասին: «Այդ նրբությունը հետևյալն է, որ ռազմավարության մեջ Հայաստանի պետության գոյության աղբյուրը և երաշխիքը համարվում է հայ ժողովրդի կամքը», հայտարարել է վարչապետ Փաշինյանը:
Ըստ նրա, դա նշանակում է, որ հայ ժողովուրդը իր պետականության գոյության խնդիրը դուրս է բերում աշխարհաքաղաքական «ազդեցությունից» եւ դիտարկում այն իր ինքնիշխան կամքի, ոչ թե համաշխարհային զարգացումների տրամաբանության այս կամ այն ընթացքի համատեքստում:
Կա տարածված ընկալում, որ, օրինակ 1918-ին Հայաստանը ստացավ անկախություն ոչ թե իր համառ ցանկության, այլ ռեգիոնալ քաղաքական իրողությունների բերումով, երբ այլեւս անկախություն էին հռչակել Վրաստանն ու Ադրբեջանը: Նույն տրամաբանությամբ է դիտարկվում 1991 թվականի անկախությունը՝ ԽՍՀՄ փլուզում:
Սրանք անշուշտ պարզունակ գնահատականներ են, առավելապես մակերեսային, ռազմա-քաղաքական խորությունը չդիտարկող, լայն համատեքստում տեղի ունեցած հանգամանքներում հայ ժողովրդի դերը չդիտարկող: Ի վերջո, անկախությունը տարաբնույթ ռազմա-քաղաքական լայն գործընթացների արդյունք է եւ այն չպետք է դիտարկել լոկ ուղիղ պայքարի գնահատման պրիզմայով՝ եղել է ուղիղ պայքար այդ պահին, թե ոչ:
Սակայն, խորքային առումով հարցը դա չէ: Հայկական պետականության գոյության աղբյուրը հայ ժողովրդի կամքը հռչակելով, թերեւս արձանագրվում է, որ Հայաստանը, հայ ժողովուրդը իրեն դիտարկում է ոչ թե աշխարհաքաղաքական գործընթացի օբյեկտ, այլ սուբյեկտ: Ժողովուրդը, որը հավակնում է լինել աշխարհաքաղաքականության ճարտարապետների, ոչ թե լոկ «բնակիչների» շարքում, երբ կարող է քննարկել՝ շահեկան պայմաններով է ձեռք բերել «բնակության» իրավունքը, թե՞ ոչ:
Ազգային անվտանգության ռազմավարությունն արձանագրում է այդ կամքը: Իհարկե այլ խնդիր է կամքի իրացումը: Ռազմավարությունը նաեւ դրա իրացման ճանապարհների մասին է: Իհարկե այդտեղ է գլխավոր բարդությունը, քանի որ աշխարհաքաղաքականության ձեւավորման գործընթացի հարատեւ մասնակցի կամքի հռչակումը պահանջելու է ներքին կյանքի մի շարք առանցքային ու ցավոտ հարցերում համազգային կոնսենսուսին ուղղված կամային քայլեր, որոնց հիմքում պետք է լինի հենց աշխարհաքաղաքական մասշտաբի մտածողություն:
