Հարկման պարզ և ողջամիտ լուծում
ECONOMICSՎերջերս հարյուրավոր քննարկումներ են տեղի ունեցել այն հարցի շուրջ, որ անարդար է խիստ բարձրացնել անշարժ գույքի հարկերը Երևանի կենտրոնում։ Հիմնավորումն այն է, որ նման անշարժ գույք ունեցող ընտանիքները մեղավոր չեն՝ նրանք պարզապես այն ժառանգություն են ստացել։ Դրա համար էլ անարդարացի է հիմա նման ընտանիքների համար չափազանցված հարկեր պահանջելը։
Սակայն կա հարցի ողջամիտ, ազնիվ և պարզ լուծում, որը չգիտես ինչու չի քննարկվում։
Այն կայանում է նրանում, որ խորհրդային տարիներին ստացած կամ ժառանգած անշարժ գույքը պետք է հարկվի սովորական հարկով, ինչպես Երևանի արվարձանում։ Իսկ կենտրոնում անշարժ գույքը, որը գնվել է նոր ժամանակներում՝ բարձր հարկով (պարզ է, որ արդար աշխատանքով քչերն են ի զորու անշարժ գույք գնել Կենտրոնում)։
Սկզբունքն այստեղ պետք է շատ պարզ լինի՝ այն ամենը, ինչ ստացվել է բնակարանների սեփականաշնորհման արդյունքում (հետխորհրդային ժամանակաշրջանում), պետք է հարկվի ցածր հարկերով, այն ամենը, ինչ գնվել է հետխորհրդային ժամանակ, կարող է հարկվել բարձր հարկով։
Ողջամիտ, ազնիվ, պարզ։
