Ում ասես օտարվել է, հիմա՞ էլ թափանցիկություն չակընկալենք

«Երեկ ՀՀ ՏՄՊՊՀ հայտնեց, որ թույլատրում է «Թիմ» ՍՊԸ կողմից «ՎԵՈՆ Արմենիա» ՓԲԸ 100 տոկոս
փայաբաժնի ձեռքբերումը։ «ԹԻՄ» ՍՊԸ-ն նաեւ պարտավորվել է առնվազն 6 ամսվա ընթացքում
աշխատակիցների զանգվածային ազատումներ (աշխատողների ընդհանուր թվի ավելի քան 10
տոկոսը) չիրականացնել: Աշխատակիցների մասով հարկ եղած դեպքում առանձին կանդրադառնամ։
Իսկ մինչ այդ հիշեցնեմ, որ դեռեւս մեկ ամիս առաջ բարձրաձայնել էի այն մասին, որ հեռահաղորդակցության ոլորտում վերաբաշխումների վերաբերյալ պետք է ապահովվի առավելագույն թափանցիկություն եւ հանրությունը պետք է իմանա, թե ի՞նչ միջոցներով է կատարվում այդ գործարքը: «Թիմ» ՍՊԸ-ն ինձ պատասխանում նշեց, որ խոսքը ֆինանսավարկային միջոցների մասին է։
Ուրեմն, ինչպես արդեն հայտնել էի, գործարքի հնարավոր գինը շուրջ 60 մլն դոլար է, որի վերաբերյալ «Թիմ»-ը ներկայացրել է բանկի կողմից ֆինանսավորման հաստատումը «ՎԵՈՆ»-ին։ Հնարավոր ֆինանսավորողը Արդշինբանկն է, սակայն բանկի անունը երկրորդական է։ Անհրաժեշտ է ֆինանսական երաշխիքների մասին խոսենք նորմատիվ կարգավորումների տեսանկյունից։
ՀՀ-ում Ֆինանանսական կազմակերպությունները փոխառություն տրամադրելիս մեկ փոխառուի գծով ռիսկի առավելագույն սահմանաչափ ունեն. գործընթաց, որը կարգավորվում է Կենտրոնական Բանկի կողմից։ Տվյալ դեպքում Արդշինբանկի կողմից, «Թիմ» ՍՊԸ-ին տրամադրող վարկը չպետք է գերազանցի բանկի ընդհանուր կապիտալի 20%-ը։
Փոխառուի ռիսկ ասելով նկատի ունենք բանկի նկատմամբ ունեցած բոլոր պարտավորությունները՝ վարկ, ակրեդիտիվ, երաշխիք եւ այլ չմարված պարտավորություններ։
Այսպես, 31.03.2020-ի դրությամբ Արդշինբանկի ընդհանուր կապիտալը կազմել է շուրջ 77.5 մլրդ դրամ։ Նշված նորմատիվը մարտի դրությամբ կազմել է 17.47%։ Այսինքն մարտի վերջի դրությամբ մեկ փոխառուին եւ նրա հետ փոխկապակցված անձանց տրամադրված վարկերի գումարի չափը կազմել է 13,54 մլրդ դրամ։
Այժմ, կոնվերտացրեք 60,000,000 դոլարը դրամի ու փորձենք հասկանալ՝ ո՞ր «նորմատիվներով» է այս գործարքը կարգավորվում, քանզի եղած թվերի համադրությամբ այն էապես գերազանցում է ԿԲ սահմանվածներին։ Արդյոք այդ «նորմատիվները» ենթադրում են որեւէ «բարերարի» երաշխիք կամ պետական պաշտոնյայի «բարի կամք»։
Վերջապես մենք պետք է իմանանք ո՞ւմ ու ի՞նչ շահերի է ծառայելու Հայաստանի միակ ստորգետնյա ենթակառուցվածք ունեցող ու ռազմավարական նշանակության օբյեկտը։ Ժամանակին ինչ արվել, արվել է… ում ասես օտարվել է, հիմա՞ էլ թափանցիկություն չակընկալենք»։
