Արտակարգ դրությունը արդյունավետ չէ, այն ձեռք է տալիս միայն իշխանությանը
POLITICS«Ազգային օրակարգ» կուսակցության հիմնադիր Ավետիք Չալաբյանի կարծիքով Հայաստանում հայտարարված արտակարգ դրությունը օգտագործվում է վիճահարույց օրակարգերի ընդունման համար:
ԼՈՒՐԵՐ.com- ի հետ զրույցում Ավետիք Չալաբյանն ասաց, որ արտակարգ դրությունն անհրաժեշտ էր միայն կոնկրետ բնակավայրերի մեկուսացման համար, որը հիմա արդեն անարդյունավետ կլինի. «Ներկայումս համավարակի տարածումը վաղուց դուրս է եկել առանձին բնակավայրերի շրջանակներից, ուստի կոնկրետ բնակայրերի մեկուսացումը արդեն շոշափելի արդյունք չի կարող տալ։ Համենայն դեպս, չեմ տեսնում, թե ինչպես է Կառավարությունը անցած չորս շաբաթվա ընթացքում օգտվել ԱԴ իրավական կարգավիճակից՝ համավարակի տարածման դեմ պայքարելու նպատակով »,- ասաց Ավետիք Չալաբյանը:
Չալաբյանը կարծում է, որ արտակարգ դրությունը կարող է դադարել՝ պահպանելով բոլոր կարանտինային միջոցառումները, քանի որ այն մտցվում է սահմանադրական կարգին սպառնացող անմիջական սպառնալիքի դեպքում, ինչը չկա Հայաստանում. «Արտակարգ դրության գործողության ընթացքում Կառավարության որդեգրած պայքարի ռազմավարությունը բերել է նրան, որ կիրառվող սահմանափակումների զգալի մասը եղել են ոչ արդյունավետ, և քաղաքացիների և ձեռնարկությունների համար բազմաթիվ ծանր խնդիրներ ստեղծելով, իրականում չեն կասեցրել համավարակի տարածումը, արդյունքում մենք այսօր հայտնվել ենք վատթարագույն երկրների համաշխարհային տասնյակում։ Մեզ պետք է ոչ թե ԱԴ, այլ խելամիտ և թիրախավորված կարանտինային միջոցառումներ՝ հիմնված գիտական մոտեցումների վրա» ,- պարզաբանեց Ավետիք Չալաբյանը:
Ավետիք Չալաբյանն ասաց նաև, որ արտակարգ դրության երկարացում, առանց բավարար հիմնավորման դեպքում, իրենք կվիճարկեն դատական կարգով. «Իշխանությունները պարտավոր են հիմնավորել վտանգի փաստացի առկայությունը, այլապես մենք կարող ենք այսպես հավերժ ապրել ԱԴ պայմաններում »,- եզրափակեց «Ազգային օրակարգ» կուսակցության հիմնադիր Ավետիք Չալաբյանը:
