Ցանկալի թեկնածուի համար ամեն միջոցի կարելի՞ է դիմել
POLITICSԵՊՀ հոգաբարձուների խորհրդի ձևավորման թնջուկը նոր փուլ է թևակոխում։ «Փաստ» թերթի տեղեկություններով, ԿԳՄՍ նախարարի խորհրդական Սամվել Կարաբեկյանի ընկերոջ` Վահրամ Դումանյանի թեկնածությունը պաշտպանելու հարցում լուրջ խոչընդոտներ են առաջացել, որոնք վերացնելու համար անհրաժեշտ է խախտել ԵՊՀ կանոնադրությունը։
Ինչպես հայտնի է, տևական ժամանակ է, ինչ ԵՊՀ հոգաբարձուների խորհուրդ չի ձևավորվում, ինչը ոչ միայն օրենքի և ԵՊՀ կանոնադրության խախտում է, այլև մայր բուհը զրկված է ֆինանսական կառավարման բարձրագույն մարմին ունենալու և ռազմավարական զարգացման հնարավորությունից։
Մեր աղբյուրների փոխանցմամբ, խուսափելով այս պատասխանատվությունից` ԿԳՄՍ-ում որոշել են գնալ ավելի լուրջ քայլերի և շրջանցել ԵՊՀ կանոնադրության 31-րդ կետը, այն է` հոգաբարձուների խորհուրդ ընդգրկել միայն այնպիսի գործարարների, որոնք նախապես պատրաստակամություն կհայտնեն կուրորեն քվեարկել ԿԳՄՍ վիճելի թեկնածուի օգտին։
Մինչդեռ ԵՊՀ կանոնադրության 31-րդ կետի համաձայն, լիազոր մարմնի կողմից հոգաբարձուների խորհրդի անդամներ են առաջադրվում կրթության, գիտության, մշակույթի և տնտեսության տարբեր ոլորտների ճանաչված ներկայացուցիչներ, ինչպես նաև ԵՊՀ-ի հետ համագործակցող գործատուներ։
Այսինքն, նախարարությունը որպես խորհրդի անդամ պարտավոր է առաջադրել վերոնշյալ հինգ կատեգորիայի անձանց` տարբեր համամասնությամբ։ Սակայն կարևոր է ոչ միայն այդ ոլորտներից առնվազն մեկական ներկայացուցիչների առաջադրումը, այլև որպեսզի նրանք լինեն ճանաչված` հասարակությանը հայտնի և հեղինակավոր։
Մինչդեռ, ըստ տեղեկությունների, ԿԳՄՍ-ին դեռևս չի հաջողվել գտնել ճանաչված և հեղինակավոր այնպիսի անձանց, որոնք կհամաձայնեն քվեարկել Դումանյանի օգտին, որի թեկնածության ոչ պատշաճ լինելու վերաբերյալ մամուլում բազմաթիվ հրապարակումներ են եղել։
Ըստ ոլորտի փորձագետների, նախարարությունը կարող է ստիպված գնալ կանոնադրության խախտման ճանապարհով, որն ի դեպ, պետք է հաստատվի կամ լեգիտիմացվի կառավարության կողմից։
Սակայն դեռ հարց է՝ արդյո՞ք կառավարությունը կհաստատի խախտումով ձևավորված հոգաբարձուների խորհուրդը։ Ի դեպ, մասնագետների կարծքով, այդպիսի խախտման նախադեպ արդեն իսկ եղել է, երբ ԵՊՀ հոգաբարձուների խորհրդի անդամ է դարձել «Մետրիկա» ՍՊԸ տնօրեն Գևորգ Մուրադյանը, որը ո՛չ տնտեսության, գիտության, կրթության կամ մշակույթի ոլորտի ճանաչված ներկայացուցիչ է, ո՛չ էլ ԵՊՀ-ի հետ համագործակցող գործատու։
Հիմա ԵՊՀ-ում տարակուսած են թե՛ Սամվել Կարաբեկյանի թեկնածուով, թե՛ նախարարության կողմից առաջադրվող խորհրդի անդամներով: «Առաջադրվող անդամների հեղինակությունից ու որակական հատկանիշներից երևում է, թե նախարարությունն ինչպես է վերաբերվում մայր բուհին»,-մեզ հետ զրույցում մասնավորաբար ասացին համալսարանում:
