Արտակարգ միջոցառումներ՝ առանց արտակարգ դրություն հայտարարելու. կառավարության նոր նախագիծը
POLITICSԱռողջապահության նախարարության հետ համատեղ Արդարադատության նախարարությունը մշակում է օրենսդրական փաթեթ, որը կառավարությանը հնարավորություն կտա արտակարգ իրավիճակների ժամանակ առանց արտակարգ դրություն հայտարարելու իրականացնել բնակչության պաշտպանության և սանիտարահամաճարակային անվտանգության միջոցառումներ։
NEWS.am-ի հետ զրույցում Արդարադատության նախարարության տեղեկատվության և հասարակայնության հետ կապերի վարչության պետ Լուսինե Մարտիրոսյանն ասաց. «Առողջապահության նախարարությունն է հիմնականում այս նախագծերի շուրջ աշխատում, բայց համագործակցում ենք նաև Արտակարգ իրավիճակների նախարարության, վարչապետի աշխատակազմի հետ»։
Նա ժամկետներ չկարողացավ հստակեցնել, թե երբ օրենսդրական փաթեթը պատրաստ կլինի։ Մեր հարցին, թե հնարավո՞ր է մինչև օգոստոսի 12-ը փաթեթն ընդունվի, և արտակարգ դրությունը ևս մեկ ամսով երկարաձգելու կարիք չլինի, Լուսինե Մարտիրոսյանն ասաց՝ մեկնաբանություն տալ չի կարող, նման ինֆորմացիա չունի։
Հիշեցնենք, որ հուլիսի 13-ին, երբ Կառավարությունը 4-րդ անգամ երկարացրեց արտակարգ դրության ժամկետները, վարչապետ Նիկոլ Փաշինյանը հայտարարեց, որ արտակարգ դրությունը անվերջ երկարացնել հնարավոր չէ, և պետք էլ չէ։
«Այս ընթացքում մենք նախորդ ամսվանից որոշում ունենք օրենսդրական փաթեթ մշակել, որը մեզ հնարավորություն կտա այդ գործիքակազմը կիրառել ոչ թե արտակարգ դրության, այլ արտակարգ իրավիճակի ռեժիմում, որը սահմանափակումներով և իր ծանրությամբ կլինի շատ ավելի թեթեւ, այսինքն՝ այն թիրախավորված եւ հենց հակամահաճարակային միջոցառման տրամաբանությամբ կշարունակվի»,- ասել էր վարչապետը։
Հավելենք, որ արտակարգ դրությունն ավարտվում է օգոստոսի 12-ին, ներառյալ ժամը 17:00-ն։ Համավարակով պայմանավորված Հայաստանում արտակարգ դրություն էր հայտարարվել մարտի 16-ին, և ամեն ամիս այն երկարաձգվել է։
