ԿԳՄ նախարարության անբովանդակ պատասխանի մասին
ԱՀ ԿԳՄ նախարարությունը 2020թվականի օգոստոսի 6-ին պաշտոնապես պատասխանեց մեր կուսակցության իրենց ուղղված նամակին: Անկեղծ ասած, մենք ակնկալում էինք բովանդակային քննարկում և ինչու չէ, նաև խիստ մասնագիտական քննադատություն, եթե իհարկե մենք սխալ հարցեր էինք բարձրացրել։
Սակայն ստացանք մի պատասխան, որը ցավով պետք է նշենք, որ որևէ նախարարության, հատկապես ԿԳՄ նախարարությանը, հարիր չէ նման բառապաշար օգտագործելը՝ <<… իրենց իրավունք են վերապահում հրապարակավ խոսել «ռազբորկաների» լեզվով:>>:
Նախ, չգիտես ինչու, ԿԳՄ նախարարությունն իր հիմնական գործառույթները թողած, իրեն առաջադրված հարցերին պատասխանելու փոխարեն, քննարկում է կուսակցությունների իրավունքները, երբ դժվար թե գոնե մեկ անգամ մինչև վերջ կարդացած լինեն <<Կուսակցությունների մասին>> ԱՀ օրենքը, հայտարարելով, որ «…որևէ քաղաքական ուժ, այդ թվում նաև «Արդարություն» կուսակցությունը, իրավունք չունի խոսելու պահանջների և վերջնաժամկետների լեզվով…», այն դեպքում, երբ ոչ թե կուսակցությունը, այլ ԱՀ յուրաքանչյուր քաղաքացի կարող է նախարարից պահանջել հանդիպում՝ նախանշելով հանդիպման ժամկետները։ (ԱՀ Կուսակցությունների մասին օրենք՝ հոդված 20, 5-րդ կետ):
Պետք է նշենք, որ մեծ էր ցանկությունը նախարարության կայք էջից կամ այլ հասանելի ինֆորմացիոն աղբյուրներից տեղեկանալ ԱՀ ԿԳՄ նախարարության դիրքորոշման մասին, սակայն՝ քար լռություն, բայց այնուամենայնիվ նամակից պարզ դարձավ առարկայական չափորոշիչների և ծրագրերի մասով նախարարության հանձնարարականների և դիրքորոշումների բնույթը՝ այն է․ «․․․կարծիքներն ու առաջարկները ուղարկել ՀՀ ԿԳՄՍՆ…», ուստի թե ինչու են ծնողները այս հարցի առումով իրենց անհանգստությունն ու մտահոգությունը հայտնում մեր կուսակցությանը, այլ ոչ թե ոլորտի լիազոր մարմնին՝ հետևությունները թողնում ենք Ձեզ։
Եվ վերջում. ցավում ենք, որ կուսակցության հետ հանդիպումը Ձեզ այսպես անհանգստացրել է, դրել հուզական անհավասարակշիռ վիճակի մեջ, և մեր հետ հանդիպման պահանջը որակել եք հրապարակային անպատասխանատու հայտարարություններով հանդես գալ։
Արցախի «Արդարություն» կուսակցությունը կոչ է անում ԱՀ ԿԳՄ նախարարության ղեկավարությանը դուրս չգալ իր լիազորությունների շրջանակներից, քանզի յուրաքանչյուր կուսակցություն ինքն է որոշում նախարարից հանդիպում պահանջել, թե հանրային քննարկման առաջարկ-հրավեր ուղարկել։
