«Թրանսփարենսի ինթերնեյշնլ» հակակոռուպցիոն կենտրոնի «Քաղաքացի դիտորդ» նախաձեռնությունը միջանկյալ հաշվետնություն է ներկայացրել հանրաքվեի քվեարկության ընթացքի վերաբերյալ:

Հաշվետվությունում, մասնավորապես, նշվում է.

««Քաղաքացի դիտորդ» նախաձեռնության դիտորդները դեկտեմբերի 6-ին հանրաքվեի քվեարկության գործընթացի դիտարկումն իրականացնելիս 07.00-16.00 ընթացքում հայտնաբերել են հետևյալ ընտրախախտումները.

Ընտրատեղամասի բացման գործընթացում արձանագրված 88 խախտում` ներառյալ տեղամասային ընտրական հանձնաժողովի գործողությունների կարգի խախտումներ, քվեարկության պարագաների հետ կապված խնդիրներ, քարոզչական նյութերի առկայություն տեղամասում, ընտրատեղամասի սխալ կահավորում:

Գրանցվել է քվեարկության ընթացի շուրջ 400 ընտրախախտում, ներառյալ`

• Հանձնաժողովի անդամների՝ ըստ վիճակահանության 2-ժամյա պարբերականությամբ գործառույթների հերթափոխի խախտում կամ տևական բացակայություն տեղամասից` 18 դեպք

• Քվեարկության պարագաների դուրս բերում ընտրատեղամասից` 3 դեպք

• Քվեաթերթիկի դուրս հանում տեղամասից կամ ներս բերում` 4 դեպք

• Ընտրակաշառքի բաժանում / խոստումներ` 5 դեպք

• Քվեատուփի լցոնում` 9 դեպք

• Հայհոյանք / ճնշում / ահաբեկում / սպառնալիք / ֆիզիկական բռնություն որևէ մեկի նկատմամբ` 25 դեպք

• Բազմակի (ուրիշի փոխարեն) քվեարկություն կամ այդպիսի փորձ` 39 դեպք

• Ընտրողին օգնելու կարգի խախտում` 21 դեպք

• Քվեարկության գաղտնիության խախտում` 39 դեպք

• Ակնհայտ քարոզչություն կամ հակաքարոզչություն տեղամասում կամ հարակից տարածքում` 16 դեպք

• Ընտրողների ուղղորդում տեղամասում և տեղամասից դուրս` 40 դեպք

• Ընտրողների խմբերի փոխադրում դեպի տեղամաս կամ տեղամասից տեղամաս`19 դեպք

• Մարդկանց կամ մեքենաների կուտակումներ տեղամասից 50 մետր շառավղով` 37 դեպք

• Ավելի քան15 ընտրողի միաժամանակյա ներկայություն տեղամասում` 52 դեպք

• Կողմնակի` վկայական չունեցող անձանց և/կամ նույն կազմակերպությունից մեկից ավելի անձանց ներկայություն տեղամասում` 36 դեպք

• Ընտրացուցակի դիտարկման խոչընդոտների հետ կապված խնդիրներ` 22 դեպք

Քվեարկության օրվա սկզբից մինչ 16.00-ն «Քաղաքացի դիտորդ» նախաձեռնության կազմում գործող դիտորդները և լրագրողները գտնվել են մշտական ճնշման տակ, գրանցվել են բռնության, ահաբեկման և կաշառք առաջարկելու փորձեր, հետևողականորեն սահմանափակվել են դիտորդների, ԶԼՄ ներկայացուցիչների, վստահված անձանց և հանձնաժողովի անդամների իրավունքները. արձանագրվել է նման շուրջ 82 դեպք:

«Քաղաքացի դիտորդ» նախաձեռնության դիտորդներն ու լրագրողները, հակառակ գործադրվող ճնշումներին, շարունակում են հետևել ընտրությունների ընթացքին և ներկա կգտնվեն նաև ձայների հաշվարկին: Դեկտեմբերի 7-ին` 11.00-ին Մեդիա կենտրոնում կկայանա նախաձեռնության ներկայացուցիչների մամուլի ասուլիսը` ընտրությունների ընթացքի վերաբերյալ»:
