Այսօր տեղի ունեցավ ՀՀ արդարադատության նախկին նախարար, «Իրավական կրթություն և վերահսկողություն» հ/կ հիմնադիր Արփինե Հովհաննիսյանի և իր նախկին ուսանող Մարիամ Այվազյանի հեղինակած «Մեդիա իրավունք» ուսումնական ձեռնարկի շնորհանդեսը:

Եր ելույթում  Արփինե Հովհաննսիյանը նշեց, որ մեդիա իրավունքի վերաբերյալ դասագիրք գրելու գաղափարը հղացել է դեռ շուրջ տասը տարի առաջ, երբ ԵՊՀ-ին զուգահեռ սկսեց դասավանդել նաև ԵՊՀ ժուռնալիստիկայի ֆակուլտետում ու սկսեց առնչվել հայկական լրատվական դաշտի խնդիրներին, բացթողումներին, թերություններին ու թերկարգավորումներին:

«Պետք է նշեմ, որ իմ այդ ուղու անչափ կարևոր պահից ինձ միացավ իմ նախկին փայլուն ուսանողներից մեկը՝ Մարիամ Այվազյանը, և մենք երկուսով համահեղինակեցինք գիրքը: Փորձ արեցինք ներկայացնել ուղենիշեր այս ոլորտում, որոնք պիտանի են լինելու լրագրողներին իրենց պրակտիկ գործունեության ընթացքում, իսկ իրավաբաններին՝ կիրառման ընթացքում»,-ասաց Հովհաննիսյանը:

Լրագրողների հետ զրույցի ժամանaկ էլ ընդգծեց՝ լրագրողը, ծանոթանալով գրքում ներկայացված կարգավորումներին, ավելի պաշտպանված կլինի. «Իր իմացությունը հանրային տիրույթ բերելով՝ լրագրողը կստիպի իրավակիրառ մարմիններին, իրավապահ մարմիններին, դատարաններին,  ուզենալով թե չուզենալով, կիրառել այդ պրակտիկան։ Այս գիրքն իմ համատեղ ուղու ամփոփումն է, բայց սա միայն հայկական իրականությանը վերաբերող գիրք չէ: Այստեղ բացահայտված է ամբողջ միջազգային պրակտիկան: Ներկայացրել ենք նաև ՄԻԵԴ-ի, այլ հեղինակավոր կառույցների փորձը: Ես իսկապես հույս ունեմ, որ այս գիրքն իր նպատակին է ծառայելու:  Սա այն ամենն է, ինչը լրագրողները պետք է իմանանան իրավաբանության մասին, իսկ իրավաբանները՝ լրագրության մասին»:

Հարցին, թե Ա. Հովհաննիսյանը ներկայիս պաշտոնյաներից ո՞ւմ խորհուրդ կտա կարդալ իր հեղինակած գիրքը, նա պատասխանեց. «Կարծում եմ՝ մեկ պաշտոնյայի չէ, այլ պաշտոնյաների համախմբի։ Ընդ որում, սա ոչ միայն ներկա, այլ նաև ցանկացած ժամանակի իշխանության կարող է վերաբերել, որովհետև լրատվամիջոցներին թե՛ լռեցնելու, թե՛ զսպելու հակվածությունն ու գայթակղությունը միշտ մեծ է: Որևէ իշխանություն այդ արատից զերծ չէ: Պարզապես մեթոդները և կոշտության աստիճանն են տարբեր լինում: Եվ այս առումով լրագրողների համար կենսական անհրաժեշտություն է պաշտպանված լինել, իսկ պաշտպանված լինելու լավագույն եղանակը սեփական իրավունքներն իմանալն է»:
