Հայաստանն ու Ռուսաստանը կգնա՞ն ԱՄՆ-Իսրայել ճանապարհով
ANALYSISԱդրբեջանական պրոպագանդան վերստին անդրադառնում է հայ-ռուսական հարաբերության թեմային և այդ առնչությամբ պաշտոնական Երևանի ու Մոսկվայի միջև նկատում խնդիրներ: Տողատակում ակնկալիքն է, որ այդ խնդիրները հնարավորություն են Ադրբեջանի համար:
Ընդ որում, հատկանշական է, որ թեման ադրբեջանական տիրույթում հայտնվեց նաև տավուշյան մարտերից առաջ: Ավելին, ընդհուպ հնչեցին գնահատականներ, որ պետք է օգտվել հայ-ռուսական հարաբերության այդ խնդիրներից: Բաքվին ոգևորել էր ՌԴ արտգործնախարար Սերգեյ Լավրովի ապրիլի 21-ի ելույթը: Ադրբեջանը թերևս այդ օգտվելու ակնկալիքով էլ գնաց Տավուշի սադրանքի՝ ըստ ամենայնի չվստահելով Լավրովի հայտարարությանը այն մասին, որ անվտանգության ոլորտում հայ-ռուսական հարաբերությունը ընթանում է սերտ և խորը գործակցության ռեժիմում:
Բաքուն դարձյալ հղում է անում Լավրովին, նրա վերջին հարցազրույցին, որում նա իբրև թե մեղադրում է հայկական կողմին տավուշյան սրացում հրահրելու համար: ՌԴ արտգործնախարարն այդ իմաստով արել էր իհարկե ոչ միարժեք հայտարարություններ, խնդիրը, սակայն, այն է, որ Մոսկվան փորձում է չասոցացվել Ադրբեջանի տավուշյան պարտության հետ՝ Բաքվի հետ հետագա աշխատանքի խնդիր չունենալու համար: Դա ամենևին չի նշանակում, որ կան հայ-ռուսական հարաբերության այնպիսի խնդիրներ, որոնք կարող են առաջացնել անվտանգային վակուում Հայաստանի անվտանգության համակարգի որևէ օղակում:
Ավելին, տավուշյան հաղթանակի առանձնահատկությունն էլ այն էր, որ դրանում դրսևորվեց հայկական անվտանգային համակարգի ինքնաբավության աստիճանի էական աճը: Դա էլ իր հերթին փոխում է անվտանգության հարցում հայ-ռուսական հարաբերության տրամաբանությունը, այն իմաստով, որ Մոսկվան խնամակալության տրամաբանությունից հարաբերությունը սկսում է դիտարկել իրապես գործընկերային տրամաբանության շրջանակում, փոխադարձ շահերի շրջանակում: Իսկ Ռուսաստանի շահը ներկայումս պահանջում է անվտանգային ոլորտում Հայաստանի հետ սերտ գործակցություն՝ անկախ այն բանից, թե ինչպիսին կլինեն տնտեսաքաղաքական հարաբերությանն առնչվող մոտեցումները:
Մեծ հաշվով, հայ-ռուսական հարաբերությունն այդ իմաստով ընթանում է ամերիկա-իսրայելական մոդելի տրամաբանությամբ, իհարկե՝ ոչ նույնականության ճանապարհով: Խոսքն այն մասին է, որ Վաշինգտոնի ու Թել Ավիվի միջև տարբեր փուլերում կարող են առաջանալ տարակարծություններ՝ կախված, օրինակ, ամերիկյան վարչակազմի մոտեցումներից, բայց անվտանգության հարցում դաշինքն աներեր է:
Ամբողջ հարցը այն է, որ հայ-ռուսական հարաբերության այդ տրանսֆորմացիան ոչ միայն Բաքվում է ընդունվում տհաճ, այլ նաև ռուսական և, ինչն ամենից խնդրահարույցն է, հայկական որոշ շրջանակներում:
