Կիրականացվի կադաստրային քարտեզների ուղղում. մեկնարկը՝ Արարատի մարզից

Կադաստրի կոմիտեի մշակած նախագծով սահմանվում է կադաստրային քարտեզներում համայնքների վարչական սահմանների, կադաստրային թաղամասերի տեղադիրքի և սահմանների, կադաստրային քարտեզի տեղեկատվության բազային կամ թեմատիկ շերտերում տեղ գտած սխալների ուղղման առանձնահատկությունները: Նախագծով կարգավորվում են կադաստրային քարտեզում առկա խնդիրները և անճշտությունները: Հատուկ կարգավիճակ է տրվում օրթոֆոտոհատակագծերին, որոնք ստեղծված կամ ընդունված են կադաստրի կոմիտեի կողմից։
Նախատեսվում է, որ օրթոֆոտոհատակագծերով կատարված ուղղումներով սահմանները համարվելու են մոտավոր սահմաններ, իսկ հատուկ սարքերով կատարված ուղղումները՝ ճշգրիտ սահմաններ։ Բացի դա, նախագծի հիմնավորման մեջ նշվում է, որ հաստատվող կարգով պարզեցվում է քարտեզների ուղղման ընթացքում համասեփականատերերի կողմից տրվող համաձայնությունների ընթացակարգը։
ՀՀ համայնքների կադաստրային քարտեզներում կադաստրային թաղամասերի սխալների ուղղման գործընթացը կազմակերպվելու է առանց անշարժ գույքի միավորի գծային չափերի, երկրաչափական տեսքի և մակերեսների փոփոխման՝ հնարավորինս համապատասխանեցնելով օրթոֆոտոհատակագծով պատկերված տեղանքին։ Ընթացակարգը նախատեսվում է պիլոտային կարգով կիրառել Արարատի մարզի Արտաշատ քաղաքում, Շահումյան, Տափերական, Նոր Կյանք, Փոքր Վեդի և Լուսառատ համայնքներում:
Կիրառության արդյունքում ի հայտ եկած թերությունները թույլ կտան ըստ անհրաժեշտության փոփոխություններ կատարել կարգում և կիրառել երկրի ամբողջ տարածքում։ Ներկայումս գործող էլեկտրոնային կադաստրային քարտեզներում հայտնաբերված անճշտությունների ուղղումը կատարվում է ՀՀ կառավարությանն առընթեր անշարժ գույքի կադաստրի պետական կոմիտեի նախագահի 2010 թ.-ի հունիսի 1-ի N 186-Ն հրամանի պահանջների համաձայն:
Նշված հրամանի անհրաժեշտությունը պայմանավորված է եղել այն հանգամանքով, որ քարտեզագրական աշխատանքների ժամանակ օգտագործվել են տարբեր ճշտության սարքավորումներ և տարբեր կոորդինատային համակարգեր։ Միևնույն ժամանակ այդ հրամանով նախատեսված կարգավորումները չեն բավարարում առաջացած խնդիրների լիարժեք և համապարփակ լուծմանը, հետևաբար անհրաժեշտություն է առաջացել ավելի պարզեցնելու կադաստրային քարտեզներում առկա սխալների ուղղման գործընթացը։
Նախագծով առաջարկվող կարգավորման նպատակը այս խնդիրների լուծումն է: Դրա ընդունմամբ հնարավորություն է տրվելու պարզեցված կարգով իրականացնելու կադաստրային քարտեզների ուղղումը:
