Սեպտեմբերի 21-ին Ադրբեջանի նախագահը, տեսաձևաչափով ելույթ ունենալով Միավորված ազգերի կազմակերպության (ՄԱԿ) Գլխավոր ասամբլեայի 75-րդ նստաշրջանում, հերթական անգամ հնչեցրել է ադրբեջանա-ղարաբաղյան հակամարտության վերաբերյալ ադրբեջանական կողմի անհիմն ենթադրությունները, որոնք նախկինում բազմաթիվ անգամ հերքվել են։ Հատկանշական է, որ ՄԱԿ-ում ելույթին նախորդել էր սեպտեմբերի 19-ին «Ապշերոն» նավթի հանքավայրում անցկացված միջոցառման շրջանակներում Ադրբեջանի նախագահի` բովանդակային առումով նույնատիպ հուզական հարցազրույցը։ Այս մասին ասվում է Արցախի ԱԳՆ տարածած հայտարարության մեջ։
«Հարցազրույցի ընթացքում ադրբեջանա-ղարաբաղյան հակամարտության կարգավորման գործընթացի վերաբերյալ Ադրբեջանի նախագահի հնչեցրած հայտարարությունները ցույց են տալիս Ադրբեջանի իշխանությունների շփոթվածության աստիճանը այն պայմաններում, երբ շանտաժի և սպառնալիքների վրա հիմնված Բաքվի վաղեմի ռազմավարությունն ապացուցել է իր սնանկությունը և ամբողջությամբ սպառել է իրեն:
Ադրբեջանա-ղարաբաղյան հակամարտության էությունը խեղաթյուրելու, լիարժեք ձևաչափով բանակցությունների վերականգնումը խոչընդոտելու, Արցախի Հանրապետության և Հայաստանի Հանրապետության դեմ տարածքային պահանջներն արդարացնելու նպատակով միջազգային իրավունքի նորմերը կանխակալ մեկնաբանելու և նոր ագրեսիա սանձազերծելու իրավունք վերապահելու Ադրբեջանի իշխանությունների բազմամյա պրակտիկան հակամարտության կարգավորման գործընթացը հասցրել է այն իրավիճակին, որում այժմ այն գտնվում է, ինչը, սակայն, պաշտոնական Բաքվին որևէ լրացուցիչ քաղաքական դիվիդենտ չապահովեց: Նույնքան անարդյունավետ էին Ադրբեջանի նախագահի կողմից հայտարարված՝ Հայաստանը և Արցախը մեկուսացնելու, հայկական երկու պետությունների տնտեսական աճը խոչընդոտելու քաղաքականությունը, ինչպես նաև ադրբեջանա-ղարաբաղյան հակամարտության համատեքստում կրոնական թեման շահարկելու փորձերը։
Ակնհայտ է, որ, զրկվելով իր հիմնական գործիքից, այն է՝ սպառնալիքի և ուժային ճնշման միջոցով հասնել միակողմանի զիջումների, պաշտոնական Բաքուն իր հարմարավետության գոտուց դուրս է հայտնվել և փորձում է վերադառնալ այն իրավիճակին, որին ընտելացել է՝ ուժեղացնելով ռազմատենչ հռետորաբանությունը՝ ուղղված ոչ միայն հայկական երկու կողմերի, այլև, ընդհանրապես՝ կարգավորման գործընթացի դեմ։
Եթե ադրբեջանական իշխանություններն իրոք հետաքրքրված են տարածաշրջանում երկարատև խաղաղության հաստատմամբ, ապա նրանք պետք է հրաժարվեն ռազմական շանտաժի և սպառնալիքների քաղաքականությունից, ճանաչեն Արցախի ժողովրդի կողմից իրացված ինքնորոշման իրավունքի փաստը և նստեն բանակցային սեղանի շուրջ՝ իրենց իսկ կողմից սանձազերծված զինված հակամարտության հետևանքով առաջացած խնդիրներին լուծում գտնելու նպատակով»,- ասված է հայտարարության մեջ։
